Essential Job Duties/Scope of Work:
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.



International Medical Corps, along with a local partner, will be working to reduce the vulnerabilities of conflict-affected populations in Eastern Ukraine. In the government-controlled area (GCA), IMC will establish two Mobile Protection Teams (MPT) to support direct implementation of comprehensive Gender Based Violence, Child Protection and Psychosocial Support services package including but not limited to specialized case management, in-crisis counselling, and individual as well as group-based psychosocial support for adult women and men as well as and adolescent girls and boys.


 


In the non-government-controlled area (NGCA), IMC, through a local partner, will re-initiate case management services for survivors of GBV and non-GBV cases and establish service provider networks for safe referral among local organizations targeting women and girls at heightened vulnerability, including those that are HIV positive. Additionally, IMC will work to increase the number of child and family centers in target areas. These centers will fill a much needed gap and will provide age-appropriate structured recreational and social activities within a safe environment where psychosocial professionals can address beneficiaries’ emotional concerns and psychological health.


 


Underpinning this intervention is the provision of appropriate and safe psychosocial support. IMC will continue to work with the partner to continue strengthen its capacity in this field and prevent unintentional harm by providing materials and training on positive coping approaches, including topics such as management of acute stress, sleep hygiene, recognition of mental health disorders and how to establish appropriate support groups.


 


JOB SUMMARY


 


The GBV Program Manager will be responsible for the design, roll-out and oversight of the GBV program component of Emergency Protection Program for Areas of High Concern in Eastern Ukraine (2017) in full compliance with the International Medical Corps’ policies and procedures in the designated areas of Eastern Ukraine. S/he will together with the Program Coordinator and CP/PSS Manager be responsible in the overall, for ensuring the quality of the project implementation through technical support, work planning, coordination (internal and external, staff and partner capacity building. The prime responsibilities will be to manage the day-to-day activities of the GBV program in the Easter Ukraine; provide support in the training of the program and partner staff, contribute to appropriate multi-sectoral coordination, assess and respond to evolving risks and needs of the target population.




1.  Program Planning 


·         Work closely with the country management team, and the GBV Technical Advisor in HQ to understand program goals and to meet expectations 


·         Set program strategies and a work plan, in coordination with the CP/PSS manager, to meet program goals and to determine operational needs 


·         Analyze trends of GBV and develop/adjust program strategies to meet needs 


·         Contribute to production of proposals for any new projects 


 


2.  Program Management 


·         Work with the CP/PSS manager to conduct a situational analysis in areas of operation to determine best implementation strategy 


·         Lead on the establishment of the mobile Protection teams 


·         Identify local partners and points of service and support for individuals in need of protection assistance  


·         Work in collaboration with the Protection partners to establish/reinforce appropriate community outreach and support structures as well as establish and/or reinforce referral pathways 


·         Train GBV staff to provide GBV psychosocial support and case management services  


·         Together with MHPSS manager establish case management systems  


·         Identify and train community-based volunteers for prevention activities and referral of survivors 


·         Organize and lead trainings for partner organizations working in various sectors  


·         Together with UNFPA organize and co-facilitate trainings for medical practitioners in clinical care for sexual assault survivors 


·         Support the development of strategies for community mobilization around GBV  


·         Support the integration of protection principles into mobile medical units 


·         Compile monthly and quarterly reports, on time and with accurate data 


·         Maintain flexibility to take on added responsibility as and when needed 


 


3.   Coordination 


·         Coordinate with UN, government and NGO partners to ensure well-coordinated prevention and response activities 


·         Actively participate in GBV subcluster and relevant task force meetings for collaboration and program planning and Contribute to joint action plans 


·         Work with partners and community members to monitor and strengthen referral pathways 


·         Coordinate with other sector actors and working groups to ensure GBV integration 


·         Work closely with other sectors and consortium counterparts to integrate program components 


·         Maintain positive working relationships with all partners 


 


4.   HR Management & Staff Support 


·         Support the development of codes of conduct for GBV program staff and volunteers 


·         Recruit and train GBV Program Staffs to implement activities  


·         Supervise and mentor GBV Supervisor and other staff working for the project 


·         Develop support strategies for GBV staff and volunteers and introduce principles of self care 


·         Provide technical and program management trainings for staff and volunteers 


 


5.  Representation 


·         Represent the organization at meetings as appropriate  


·         Ensure maximum visibility of the agency amongst the UN, Government and NGO community 


·         Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct 


6.  Financial Management 


·         Develop financial pipelines in line with program implementation plans 


·         Ensure planned program activities are in line with the budget and executed in a timely manner 


·         Work with Logistics to procure program supplies within program budgets 


·         Adhere to IMC and donor requirements and flag any funding challenges 


 


7.  Personal Conduct/security 


·         Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct 


·         Maintain confidentiality and uphold other principles in line with protection programming 



  • Ensure application and compliance of security protocols and policies  

  • Consider security implications of all program activities, reviewing all new initiatives with staff teams and community leaders

Qualifications:


QUALIFICATIONS:


1.  Requirements



  • Advanced degree in Social Work, Public Health, International Development or other relevant field of study preferred

  • Three years of field experience preferred, and experience in GBV program management a must

  • Experience in emergencies and conflict areas strongly preferred

  • Familiarity with standards and guidelines for GBV programming and coordination as well as guidance on prevention of SEA

  • Familiarity with approaches for community and individual psychosocial support

  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs

  • Profound cross-cultural awareness

  • Ability to exercise sound judgment and make decisions independently

  • Extremely flexible, and the ability to cope with stressful situations and frustrations

  • Excellent decision making skills

  • Strong communication skills, both oral and written

  • Ability to work well with a team

  • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint
