CONSULTANT/BUSINESS ANALYST/MEAL

BACKGROUND
International Medical Corps recognizes that information garnered from program monitoring and evaluation is essential to inform organizational decision-making processes and continuous quality improvement in our programs. Currently International Medical Corps implements DHIS2 at an enterprise level to effectively and efficiently aggregate and analyze data at an organizational level.

Background to the Assignment

Currently International Medical Corps implements DHIS2 at an enterprise level to effectively and efficiently aggregate and analyze data at an organizational level.

Purpose of the Assignment

The purpose of this consultancy is to support IMC core DHIS2 team and MEAL and Informatics departments on the development and implementation of DHIS2 database.

Scope of the Assignment

  • Collaborate with other departments including Operations, IT, Business Services, Development Innovation, and Technical Units to ensure developments in MEL MIS align and serve corporate strategy and operational and tactical decision-making
  • Gather and analyze data in support of DHIS2 requirements.
  • Advise on and lead an agile, phased approach to technical design and implementation of DHIS2 system at HQ and field to enable efficient access to routine program data to drive planning, program development, monitoring, and learning.
  • Act as liaison between the MEAL department, Technical Unit, field missions and information technology department for all project requirements.
  • Proactively conduct interviews with all project stakeholders to elicit business and functional requirements, modeling those requirements in an organized manner, then managing and communicating those requirements throughout the project life-cycle. Address change management issues and assist in functional test planning and execution through to project completion.
  • Apply proven management, communication, analytical, and problem-solving skills to help maximize the benefit of Information Technology system investments supporting corporate financial management functions including but not limited to: integrated accounting, costing, cash management, budgeting, report consolidation, and transaction management functionality.
  • Oversee testing of newly developed system on testing server before it goes to production server.
  • Identify training needs and design and deliver training courses to build staff capacity on the development and use of DHIS2
  • Support transfer of knowledge and experiences in MEAL between field and HQ offices

Deliverables Description

  • Business requirement documents for all new DHIS2 implementation including the individual country implementation or global implementation
  • Tested new DHIS2 implementation
  • Training and webinars on new and existing DHIS2 implementation
  • Basic and advanced level trainings on DHIS2

Qualifications:
  •  Bachelor Degree in Business Administration/Information Systems, or other appropriate college level education or equivalent experience.

Experience

  • Approximately 3+ years of experience with developing and implementing DHIS2.
  • Strong experience integrating process and system changes to existing process and live production applications is critical.
  • Proven experience in Requirements definition, Business Process Design and modeling, and
  • Systems requirement definition in required.

Competency

  • Excellent analytical, interpretive and evaluative skills.
  • Outstanding documentation, presentation, and interpersonal skills.
  • Working experience in industry standard project tools including Microsoft Office applications, like Visio, or other process/data modeling software.
  • Must be detail-oriented, able to pay close attention to complex detail and understand written and oral information.

  • Ability to work with end-users and others in a professional and diplomatic manner.
  • Respond to calls outside regular hours of work to assist with system problems.
