Background

IMC is a major provider of primary and secondary care services in both refugee camps and urban settings across Jordan, working with the ministry of health to build capacities and extend and strengthen service provision for refugee and host communities.

Job Purpose

The MHPSS Coordinator will be responsible for overseeing all MHPSS programming in urban and camp settings, throughout Jordan, with an emphasis on technical support for programming and capacity-building of staff, guiding mental health service integration into primary health care and supporting national MHPSS initiatives. The MHPSS Coordinator will also be supporting IMC Jordan’s role in the implementation and monitoring of a psychological intervention as part of a collaborative research project.

Technical Monitoring and Program Quality

  • The MHPSS Coordinator is overall responsible for the appropriateness and quality of MHPSS interventions conducted by IMC projects. S/He is expected to identify and work on removing barriers to enhance patient safety, effective medical care, and improved patient-centered activities.
  • Work closely with the Deputy Country Director and the Program Managers to ensure smooth running of mental health programs and provide technical supervision support to the organization’s health programming activities.
  • Ensure activities are consistent with established best practices, acceptable international IASC and national standards as well as ensure programs across different sites in the country are of comparable quality by encouraging transfer of good practices form one field site to another.
  • Ensure MHPSS programs utilize standardized protocols, policies and guidelines according to the IMC’s minimum standards, contextualized to Jordan mission.
  • Work closely with the Deputy Country Director, senior management and field teams to determine the operational needs of the MHPSS programs within the scope of the grants.
  • Oversee the collection and timely reporting of data and statistics for all programs (including objectives, indicators and outcomes of health programs) according to internal and donor requirements
  • Review monthly field and donor reports and ensure appropriate follow up and decision making on data relevant to the organizations health programs.
  • Ensure all stakeholders, including senior management team, the MHPSS regional technical Unit and donors are provided with updates, following the established reporting structures.
  • Conduct regular field visits for programmatic support and technical capacity building
  • Conduct regular file audits to ensure a high quality service is being provided in line with IMC Jordan’s MHPSS protocols and relevant international guidelines.
  • Coordinate and monitor high-quality MHPSS programming throughout Jordan, in collaboration with the MHPSS technical team, field staff, and program managers
  • Support the development and implementation of group-based psychosocial programming
  • Provide clinical supervision to staff offering mental health and psychosocial support services and create a peer supervisory network built on foundations of knowledge exchange
  • Promote ongoing integration of MHPSS at the community level within health facilities and other community-based services
  • Support the professional, technical development of the MHPSS technical team
  • Oversee the technical quality of programming and technical expertise of the staff

 Program Development

  • Work with senior management team, field teams, regional technical advisor in strategic planning for future health programs.
  • Work with grants manager, DCD. PMs team to draft concepts for future funding following the protocols and formats of each relevant donor
  • Provide technical input during proposal development and technical reviews, and feedback to the field to improve the quality of the final proposals
  • Strive to ensure as much as possible different related sectors (Health, Child protection, Nutrition, and DRR) are integrated into proposed programs.

 Program Management

  • Work closely with the Deputy Country Director and field teams to determine the operational needs of the MHPSS program within the scope of the grants and budgets and ensure program deliverables are met according to the highest standards.
  • Provide input for monthly field reports in order to provide donor reporting, analyze trends, and adjust the programs as needed
  • Work with government health authorities and international agencies at the field level to ensure implementation of standardized health programming.
  • Work with the senior management and field teams to plan for future program directions in terms of beneficiary needs, new sites, and/or new programs
  • Work with the program team to draft concepts for future funding following the protocols and formats of each relevant donor.
  • Monitor the strategy and mechanisms for the integration of mental health and psychosocial support across IMC inter-sectoral programming and ensure close coordination between the MHPSS department and other departments/sectors

 Representation

  • Attend MHPSS as well as other coordination meetings which are relevant to MHPSS program and communicate relevant information to the senior management team.
  • Ensure maximum visibility of the agency amongst the NGO community
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values and stand-point with regard to internal and external actors

 Human Resources Management

  • Coaching and directly supporting MHPSS teams in the implementation of the MHPSS activities.
  • Ensure that Training needs assessment is conducted periodically to tailor training needs to the findings as well as in accordance with the strategy of the mission.
  • Maintain open lines of communications with all field staff
  • Conduct regular MHPSS trainings and capacity-building sessions for staff on topics including case management, psychological first aid, and evidence-based counselling modalities

 Psychotropic medication Management

  • Work closely with the Pharmacy Manager to ensure effective pharmaceutical management in accordance with GPSU directives, internal SOPs and Pharmacy guidelines.
  • Support the Senior Mental Health Pharmaceutical Officer to monitor the psychotropic consumption in all clinics and ensure there are adequate supplies at all clinics at all times
  • Ensures that the field teams are well versed with Pharmacy Information Management system and are adhering with its optimal usage.
  • Ensure accuracy and validity of monthly pharmacy reports prior to the submission to the donors.
  • Ensure compliance with good pharmaceutical practice guidelines and spearhead rational medical practice in the mission.

 Innovation Learning and Development

  • Contribute to the development of health informatics tools in accordance with the country and organizational strategy.
  • Support the development of MHPSS program in close collaboration with ministry of health and stockholders in the country.
  • In coordination with MEAL, drafts and outlines the need for operational research based on the country program needs and leads the health department in devising specific pertinent strategies.
  • Liaise and collaborate with existing government structures and local authorities organizing MHPSS activities and advocating for collaboration on local MHPSS initiatives
  • Assist national partners in the development of the detailed mental health and psychosocial needs implementation plan in accordance with IMC and donor requirements.
  • Conduct MHPSS-related assessments pertaining to needs on individual and community levels
  • Develop or revise MHPSS training materials, monitoring and evaluation tools, and client documentation forms as needed in collaboration with technical advisor.
  • Support and coordinate the implementation of a research project aiming to establish evidence-based MHPSS programming, including training and supervision of staff as well as joint monitoring of the rollout of the intervention

 Working Relationships

  • Work closely with programs team and the Technical Unit
  • Ensure coordination through communication with DCD for programs, operational support team including Logistics Staff and Finance team to ensure coordination of programs.

 Security 

  • Collaborate with security officer/DCD in order to maintain security of health staff in the field
  • Ensure application and compliance of security protocols and policies

Prevention of Sexual Exploitation and Abuse

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Qualifications:
  • Mental health professional with MA/S or equivalent in social science – psychology, clinical social work – is required, with knowledge of public health, protection, human rights, international development, or other relevant field a plus

 Experience

  • Minimum 5 years’ experience in overseas programs (preferably developing country or low-resource setting with an NGO) managing large-scale programs in MHPSS care Ex: case management and emergency response
  • Must have experience with various donors, and UN agencies. including proposal and report writing.
  • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people and cultures.
