18-183: Rehabilitation Coordinator

Essential Job Duties/Scope of Work:

IMC had implemented a rehabilitation program supporting people with disabilities and people with injuries affected by the Syrian crisis between 2013 and 2017. The rehabilitation services were designated for the Syrian refugees facing war-related injuries, but other refugees who are at increased risk of developing long-term disabilities. Amputations, complicated fractures, burns, spinal cord injuries as well as congenital impairments and disabling diseases are the most frequently seen cases.

Through partnership with local implementing partners, IMC is planning to resume implementation of a comprehensive rehabilitation model, in which physical, mental health and psychosocial support will be prioritized. Capacity building among referring partners, rehabilitation staff and other health- and non-health professionals, as well as key community members to strengthen the understanding on the needs and rights of people with disabilities are part of the program.


The Rehabilitation Coordinator will ensure coherence between the physical rehabilitation, protection and MHPSS units, who are in turn responsible for implementation of their specific services, and will align the capacity building components. Furthermore, the Rehabilitation Coordinator will represent IMC and its rehabilitation program in inter-organizational, cluster, and taskforce meetings. The coordinator will be based in Hatay with frequent travel between field sites for assessments, support, trainings, etc. as needed.


Supervised by the Program Coordinator, the Rehabilitation Coordinator works closely with the Physical, MHPSS and Protection departments and Health Technical Manager. S/he is responsible for the quality and coherence of the rehabilitation program.

 Main tasks:

  • Coordinate to create and maintain good collaboration between the units with a problem-solving attitude
  • Ensure technical relevance of interventions, including the use of internationally recognized standards and procedures
  • Collect, verify and compile reports from the operational team
  • Submit reports in a timely and precise manner to the Program Coordinator and/or head office
  • Evaluate the effectiveness and efficiency of the operational activities
  • Monitor and evaluate the implementation of program objectives, work plan, activities and indicators
  • Ensure that procurement, validation and donation procedures follow IMC protocol; approve related documentation
  • Validate information leaflets, assessment forms, trainings and ensure their overall coherence and their validation by HQ
  • Represent IMC and the rehabilitation program in relevant meetings, with a consistent message about rehabilitation and IMCs program
  • Regularly visit the project sites to monitor and identify problems and achievements
  • Advise and support IMC head office about future implementations of rehabilitation services

 Capacity Development:

  • Define a capacity assessment method of rehabilitation staff
  • Create and implement the capacity development plan; identify the outcome in terms of gain in skills and knowledge, change in clinical practices.
  • Compile and adapt training, information, or education materials on disability and rehabilitation for non-service providers and key community members

Quality Assurance:

  • In collaboration with the national staff, s/he shall ensures the quality aspect of the rehabilitation program.
  • Design and/or contextualize and/or update technical tools, protocols, trainings, leaflets and other relevant documents and disseminate them among the mission upon prior validation by HQ or other relevant people.
  • In collaboration with MEAL develop tool/ methodology to measure level of satisfaction of client, performance of supported care house/rehabilitation centre etc.

Logistics and Procurement

Ensure proper technical description for equipment and devices procurement

  • Ensure quality checks and validation criteria for equipment and devices
  • Validate documents upon delivery of equipment and devices

Information, Education and Communication

  • Provide technical inputs for developing technical and visibility information, education and communication materials as per project requirements.

  • Licensed physical therapist, occupational therapist, or physician with strong background in rehabilitation is essential
  • Master degree in development or disability studies, public or international health is an asset
  • Experience in the implementation of rehabilitation services is essential; experience in conflict areas a strong asset
  • Experience of community development and setting up of community-based programs
  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors and other NGOs is desirable
  • Preferably experience with disabled people organizations
  • A thorough understanding of disability and rehabilitation; accordance to internationally recognized definitions and standards (UN and WHO guidelines etc.)
  • Understanding of the human right to health and the UN convention of the rights of people with disabilities is essential; advocacy experience in this topic a strong asset
  • Ability to exercise sound judgment and make decisions with limited supervision
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations, as well as manage competing tasks and a high workload.
  • Leadership skills, motivating and supporting management style and sensitive to inter-cultural issues
  • Strong in procurement planning, indicator tracking, etc. is required
  • Creative and able to work with limited resources.
  • Strong communication skills, both oral and written
  • Strong oral and written English is required; fluency in Turkish and/or Arabic is a plus
