Essential Job Duties/Scope of Work:
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.


In order to address gaps and improve the effectiveness of emergency response on the part of national NGOs (NNGOs), International Medical Corps is developing training materials that will strengthen the capacity of NNGOs to respond to humanitarian crises and coordinate within the international humanitarian coordination system. The NNGO staff participants will undergo an extensive period of training activities, including both individual study, in-person workshops, work plan development, and on-site support from subject-matter experts. Ultimately, the benefits of this concentrated training program are intended to be spread across all participating organizations. The goal is to employ focused capacity strengthening and organizational development activities to enable the participating NNGOs to be able to better coordinate within the humanitarian system and respond more effectively in emergency situations.

The initiative focuses on 12 NNGOs, selected from across Africa and the Middle East, and aims to work with them to ensure they become more effective actors during a humanitarian crisis and become key emergency responders in their respective countries and regions. The various phases of the project include:

1) Based on the capacity strengthening needs identified assessments to explore the specific gaps identified by the selected NNGOs,

2) A 5-day training at two regional workshops,

3) Post-workshop capacity assessments leading to the development of work plans for targeted on-site interventions by appropriate subject-matter experts over a 6-month period.


The Logistics and Supply Chain Subject Matter Expert (SME) will be available to work with organizations to strengthen capacity in gap areas noted during organizational capacity assessments carried out after the workshop component of the program. S/he will bear primary responsibility for providing a more individualized training approach through periodic onsite visits and continuous follow-up communication from a distance. 

The Logistics and Supply Chain SME will provide additional capacity enhancement for each assigned organization through a time-bound phase of individualized support to further build on learning from the regional workshop. S/he will design activities around the specific context and assessed needs of the individual organizations, as well as develop organization-specific workplans based on identified needs.

The Logistics and Supply Chain SME will work in close coordination with the project team, particularly the Project Manager.  

  • Based on the training needs identified, and with guidance from the project team, develop work plans to provide onsite support for each of the assigned NNGOs.
  • Provide onsite support and coaching to participating NNGOs over a 6-month period via approximately 2-3 trips to NNGO offices.
  • Provide additional support on a continuous basis from a distance in order to monitor progress being made against the 6-month work plans. This could include being available via Skype or email to answer questions or arranging longer conference calls to check in on NNGO progress toward the deliverables identified.
  • Assist NNGOs with the development of Action Plans to facilitate monitoring of work to be undertaken beyond the project period.

As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity. 

  • 10+ years experience in the field of logistics and supply chain management during emergency response
  • Experience evaluating logistics and supply chain management systems and developing corrective measures (including but not limited to development of appropriate protocols and procedures given the size/scope of organizations and their respective operating environments)
  • Knowledge of adult learning principles and the ability to implement these principles during on-site coaching of national NGO staff
  • Proven experience providing training for national NGO staff working in complex operating environments
  • An understanding of the psychological effects of working in a hostile environment and how appropriate mitigation can be included into training packages
  • A comprehensive understanding of the Humanitarian Principles and their practical application in Logistics and Supply Chain Management
  • Superior organization and presentation skills
  • Able to multi-task effectively
  • Ability to communicate effectively (written and spoken) in English
  • Direct experience with humanitarian coordination system or working with NGO consortia is desirable.
