Essential Job Duties/Scope of Work:

BACKGROUND

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

JOB SUMMARY
The primary function of the Field Site Manager is to provide stewardship to the entire International Medical Corps program portfolio and team on the ground. This entails in supervision and coordination of project activities, logistics, finance, security and HR issues at the site. The Field Site Manager will report to the Country Director and liaise closely with technical team and support team based in Sana’a.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Site Management

•Oversee the operations of site office, which includes program management, HR management, general administration, financial, logistics and security.

•Ensure projects activities are conducted in timely, cost-effective and quality manner in accordance to the procedures, principles and operational guidelines.

•Plan, organize and coordinate the overall operational activities of Ibb/Taiz site, including monthly work plans.

•Ensure technical, administrative, financial and other input and feedback is being implemented for quality improvement of activities and programs according to approved plans and schedules. ‘

•Assure supportive supervision of program implementation sites.

•Maintain frequent communication with SMT to ensure program activities and objectives are communicated.

•Monitor security level and consult with the Security Manager to upgrade or downgrade security level.

2. Finance and Logistics Management

•Responsible for projecting use of funds, including monthly review of spending (budget versus actual). •Responsible for enforcement of systems and procedures, especially in relation to budgetary and financial regulations and agreements.

•Continuously evaluate the cost efficiency of the operation and suggest changes and/or improvements as required.

3. Staff Management

•Provide regular support and supervision to staff under direct line management. This includes regularly scheduled supervision and performance management meetings.

•Assure clear performance expectations, adequate skills and knowledge, adequate tools, motivation, and job satisfaction of staff.

•Participate in staff recruitment; take disciplinary measures against employees as per authority limit specified in the HR Manual.

•Oversee the recruitment and selection of qualified national staff; recommend promotions, disciplinary action and termination of staff in consultation with supervisor.

4. Representation and Coordination

•Represent International Medical Corps and liaise with local authorities, the UN, and NGOs to promote International Medical Corps programs, facilitate successful coordination of activities, and ensure transparency in the community.

•Work in partnership with other International and local NGOs to ensure program harmonization. •Promote partnerships and networking among stakeholders, including CBOS, FBOs and NGOs and document meetings.

As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Qualifications:

1. Bachelor degree in relative field

2. At least two years of project management experience. 

3. Demonstrated experience in staff management, logistics, admin/HR, finance and donor compliance. 

4. Previous relevant experience in Middle East or conflict zones desirable. 

5. Flexibility and willingness to adjust to changing responsibilities or needs as they arise. 

6. Demonstrated analytical and conceptual skills to design and plan projects. 

7. Proven ability to work cooperatively with others in a diversified team environment. 

8. Willingness to live in a remote site, with basic accommodations. 

9. Excellent communication skills, including professional fluency in spoken and written English.

10. Excellent computer skills, specifically in Microsoft Office (Outlook, Word, Excel, PowerPoint)

11. Arabic speaking an advantage
