Essential Job Duties/Scope of Work:
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

JOB SUMMARY

The primary function of the Deputy Country Director includes supporting the Country Director in the planning, design, implementation, supervision, expansion/development and administration of overall country programs.

ESSENTIAL RESPONSIBILITIES

1. Program Management
• Support the Country Director with overall responsibility for program development, implementation, and management
• Work closely with the Country Director, other members of the Senior Management Team, and field teams to determine the operational needs of the program within the scope of the grants
• Ensure that results oriented strategic directions, targets, deliverables and standards of care are communicated and agreed with the senior management team, the respective project teams and in consultation with external partners and stakeholders
• Regularly update country office on progression of programs as per protocol
• Directly supervise six senior staff (health, mental health, and GBV coordinators, M&E Manager, Program Development and Quality Manager, and MADAD Project Coordinator)
• Serve as technical lead in programming; provide technical assistance to health, mental health, M&E, and GBV teams as appropriate
• Support management of potential partner relationships
• Ensure all programs are implemented according to strategy, work plans, and budget, in addition to meeting indicators and deliverables as per project requirements.
• Complete regular visits to the field to ensure proper implementation of activities, determine programmatic gaps, etc.
• Liaise closely with Finance Director to ensure all programs are on track for financial spending, including through the review of spending plans and monthly pipelines
• Coordinate grant kick-off meetings for any new funding received, including program, logistics, and finance
• Maintain flexibility to take on added responsibility as and when needed, including for IMC Lebanon’s ERT program at the request of the Country Director

2. Proposal Development and Grants Management
• Plan and design quality programming, in line with country strategies and in response to donor guidelines
• Conduct assessments and oversee development of new proposals, in coordination with various departments and relevant HQ staff, including the creation of relevant and achievable indicators
• Provide input and review program budgets based on project activities in coordination with finance department
• Ensure program compliance with donor policies and regulations and complementary with other agencies' efforts
• Analyze data gathered and propose alternative strategies of program implementation
• Oversee compilation of monthly and quarterly reports, ensuring accuracy and timeliness
• Work with the Program Development and Quality Manager and M&E Manager to design and implement a reporting system to monitor and evaluate the objectives, indicators and outcomes of the country programs as well as trends in mortality and morbidity
• Use data to plan for future evidenced-based programming

3. Representation
• Attend coordination meetings which are relevant to country programs
• Represent the organization at task force meetings, assessment missions, sector coordination meetings, UN coordination meetings, INGO coordination meetings as appropriate
• Ensure maximum visibility of the agency amongst the NGO community
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
• Liaise closely with local authorities, donor and partner agencies
• Coordinate donor and stakeholder visits to field sites as needed
• Represent the Country Director at external and internal meetings as requested
• Serve as acting Country Director in the absence of the Country Director
4. Other
• Identify training needs of staff, providing internal training as appropriate

5. Prevention of Sexual Exploitation and Abuse

• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

Compliance & Ethics:  Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity. 




Qualifications:
• Master’s degree in Public Health, International Development and/or in a relevant field of study
• Minimum 5 years of experience in program design and evaluation
•Minimum 5 years of progressively increasing management responsibility on programs in developing countries and/or crisis contexts
• Supervisory experience; bility to relate to and motivate staff effectively
• Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
• Comprehensive knowledge and working experience with grant management for donors such as EU, US government,, UN and others
• Demonstrated experience in leadership roles, promoting strategic planning, and careful budget management
• Ability to exercise sound judgment and make decisions independently
• Extremely flexible, and have the ability to cope with stressful situations and frustrations
