Job Summary

  • Support the Global Ethics & Compliance Department in implementing its vision and strategy for regional and country programs by partnering with key stakeholders/leaders in promoting a culture of good stewardship, ethics and integrity over funding received to ensure alignment with donor requirements.  
  • Provide managerial oversight over regional and country programs’ compliance functions in order to ensure that compliance support is rendered in accordance with the International Medical Corps’ (IMC) Ethics & Compliance Charter, IMC policies & procedures and Donors’ regulations. 
  • Lead the implementation of a risk based compliance program for the cross-functional platforms.  
  • Serve as a trusted strategic partner to key stakeholders at HQ, Regional and Country Programs by providing advisory business services, guidance on risk management through risk mitigation strategies/tools to minimize threats to the achievement of organizational objectives.  
  • Provide oversight and guidance to country program compliance coordinators and regional roving compliance (if applicable) to ensure that regional and country program senior management teams are kept abreast of the adequacy of internal controls to mitigate risk, particularly significant/high risks, to the organization.
  • Ensure adequate training of regional and country program compliance functions on risk based compliance program, compliance with government grant regulations (e.g. USAID, DFID, OFDA, CIDA, etc.), compliance with local laws and International Medical Corps’ policies & procedures.

Leadership & Management Oversight

  • Lead and train a team of compliance functions located in various country programs on the compliance program.
  • Be directly involved in the recruitment, management and performance appraisal of roving and/or Country Programs’ Compliance functions.

Compliance Program & Reporting

  • Ensure timely review and submission of compliance reports & risk dashboards.
  • Conduct technical reviews of compliance working papers.
  • Support in designing & adjusting the compliance program/working papers as needed.
  • Ensure adherence to quality assurance review standards.
  • Assess and report against the efficiency and effectiveness of country programs’ internal controls
  • Support in the review of policies, procedures, manuals when needed.
  • Ensure that Field Compliances’ work is uploaded to OneCorps in a timely and complete manner.
  • Contribute to developing the field compliance manual.
  • Lead and follow up on action items identified in compliance meetings.
  • Assist in coordinating compliance workshops and periodic trainings.
  • Other tasks as assigned by the Global Director of Field Compliance.

Cross-functional Platform Representation & Participation

  • Actively engage with Senior Director of Operations in identifying risks and assisting to strategize in building stronger internal controls with improved accountability mechanisms.
  • Coordinate with respective regional counterparts (i.e. Finance, Logistics, HR Business Partners, etc.) and other key stakeholders (i.e. audit, investigations, etc.) in advising on strategies that address identified risks.
  • Assist and participate in cross-functional platform meetings and/or Initiatives

Qualifications:
  • Minimum of a college or university degree in Accounting or Business Administration; with a relative certification / diploma in auditing, grants management, risk and/or compliance management preferred

Experience

  • Minimum 7 years of experience in a non-profit organization or equivalent experience in a similar position.
  • Solid experience in Risk, Compliance and/or Audit with exposure to administrative and financial management of overseas programs at the management level.
  • A generalist specialist in the following business domains (HR, Finance, Procurement, Logistics, Information Technology, Programs)
    75% Travel maybe required.
  • Extensive knowledge and working experience with major donors’ regulations (i.e. USAID, ECHO, DfiD, etc.)
  • Strong organizational, multitasking, time management and follow up skills.
  • Proven ability to manage a multi-cultural team dispersed in various regions/locations.
  • Solid problem solving, writing, presentation and analytical skills
  • Language Skills: English with at least one additional language (Arabic and/or French) well written and spoken
