18-252: MHPSS Technical Specialist

Essential Job Duties/Scope of Work:

The MHPSS Specialist will be working closely under the administrative and programmatic supervision of the National MHPSS Coordinator and in close coordination of the MHPSS trainer who will reporting to the MHPSS Specialist. The MHPSS Specialist will perform all tasks related to support field and office teams to ensure the quality, relevance and technical innovation of IMC MHPSS interventions in Iraq overseeing all technical aspects of the program. The MHPSS Specialist will focus on planning, implementation, monitoring, capacity building of staff mainly across the country with frequent travel to all areas of work.


  • I-Program Management support:
    1. Read all document related to grant agreements, proposal, budget notes, procurement plans, work plans, etc.
    2. Ensure that respective MHPSS field staff are appropriately oriented on project goals, objectives, targets, timelines, activities/services, reporting demands.
    3. Follow up regularly with field staff on meeting indicators, technical qualities are being performed, meeting targets, ensuring proper documentation and reporting.
    4. Conduct weekly meeting to follow up on implementation progress, support staff and know about challenges encountered.

       

  • II-Program Technical support:
    1. Work with the other technical staff to develop a plan for support and supervision of staff;
    2. Ensure that regular clinical supervision for mental health case management teams and day-to-day technical and programmatic support for MHPSS Officers are being implemented as per the plan.
    3. Work with field teams, managers and the coordinator to identify needs, gaps and incorporate them into new concept notes and proposals.
    4. Lead on the proposal development covering all the technical aspects of the proposal development process in close coordination with the national coordinator. Ensure that all input gathered from the field is being articulated into the proposal.
    5. Conduct regular field visits to monitor and support MHPSS activities and interventions provided, and ensure technical quality of programming.
    6. Provide on-going training for IMC MHPSS staff and other staff from other departments within IMC as well as other organizations as needed as per the capacity building framework.
    7. Provide guidance and technical support on developing specific activities and/or interventions for affected-displaced populations, refugees, returnees and host communities.
    8. Facilitate and/or provide input to assessments, baselines studies and evaluations of community-based psychosocial activities.
    9. Assist in developing quality control (appropriate methodologies, data collection techniques for assessments, indicators, and evaluations) of mental health specialized services interventions and community-based psychosocial activities;
    10. Take the technical lead on any IMC-MH assessment/research prospects or publication that may be developed.
    11. Advocate on all mental health and PSS related issues and/or concerns.

       

  • III-Promoting and evaluating the technical quality of interventions for any upcoming emergency or crisis intervention:
    1. Contribute to the definition and updating of intervention strategies.
    2. Disseminate internal technical standards and reference documents and accompany implementation.
    3. Evaluate compliance with IMC technical standards through field visits, produce recommendations to improve program performance.
    4. Monitor performance and quality of programs.

       

  • IV-Monitoring and reporting:
    1. In coordination with MEAL manager, ensure that all reporting templates are up to the specific needs of the program and donor’s requirements.
    2. Train filed staff on the use of reporting templates.
    3. Ensure data collection and reporting on weekly basis.
    4. Document all data collected and make the necessary analysis.

       

  • V-Coordination and communication:
    1. Attend all MHPSS working group meetings and the other relevant coordination meetings including health cluster, protection cluster, GBV Sub-Cluster, etc.
    2. Lead on co-chairing the MHPSS Ninewa and Erbil MHPSS working groups and work on updating the work-plans and strategies as per the national work-plan along with the WG chairs and co-chairs.
    3. Provide regular input and participate in the development of reference materials on the sector.
    4. Conduct service mapping and keep all related mapping of services up to-date.
    5. Analyze issues and challenges encountered in the field and make appropriate recommendation

 

Qualifications:
 

Qualifications

  • Master Degree in clinical Psychology or relevant fields. 

    Experience

  • Strong proven knowledge and experience in providing technical support to MHPSS programs in emergency settings.
  • Minimum 5 years of professional experience in the related field (provision of MHPSS services of different levels and MHPSS community-based approaches).
  • Strong experience in management in a similar context on international level.
  • Proven experience in providing technical support to field teams implementing-experience in NGO in emergency context.
  • Training experience required. 

    Competency

  • Fluent in English (speaking & writing). Knowledge of Arabic will be considered as essential.
  • Good communication and teamwork skills.
  • Excellent reporting and proposal development skills.
  • Team player with high ability to work under pressure in a multi-cultural environment.
