Essential Job Duties/Scope of Work:

BACKGROUND

International Medical Corps UK is a global humanitarian organisation saving and rebuilding lives through health care, training and community development. International Medical Corps UK works alongside International Medical Corps, responding to humanitarian emergencies and communities afflicted by conflict, poverty and natural disaster in more than 20 countries.

 International Medical Corps and International Medical Corps United Kingdom with headquarters in the United States and the United Kingdom respectively, work collaborate to maximize resources for the delivery of appropriate relief and development activities.

 PURPOSE OF THE ROLE

To provide support to and oversight of all UK funded programmes for assigned regions and interact on a daily basis with Regional Programme Officers and the Director of Programmes and Institutional Partnerships. Programme Manager will supervise, guide, coach and mentor Programme Officers in their day-to-day work and report concerns and issues regarding UK programmes to the Director of Programmes and Institutional Partnerships for further action as needed. The UK Programme Manager ensures quality of the proposals and reports submitted to donors and monitors the implementation of UK grants through daily interaction with the Programme Officers and the country teams and by checking the performance indicators and workplans. When required, the Programme Manager may need to over the country portfolio management including proposal development and report submission.

 KEY RESULTS AREAS

Effective programme team supervision. Specifically, this will include:

  • To ensure the smooth running of the UK Programme Team
  • Supervise and support the UK Programme Team in all aspects pertaining to European funding and other institutional donors as required
  • To ensure that POs understand and are able to perform their roles effectively.
  • To set and monitor performance targets, organise tasks and workload of POs.
  • Support the Director of Programmes and Institutional Partnerships in identifying funding opportunities and address complex bottlenecks of the programme implementation.
  • To proactively maintain and improve working relationships with US counterpart.
  • Facilitate dissemination to the Programme team in the UK, various departments in the HQ and country teams of information on decisions made by IMC UK Senior Management and any other information to maintain transparency.
  • Act as focal point and liaison between the Programmes team, IMC UK, Technical Units, and other stakeholders, where necessary.
  • Responsible for facilitating effective external communications with donors and ensure external representation of IMC UK with donors and partner organisations as needed and directed by Director of Programmes and Institutional Partnership.

     

    Proposal development and programme implementation.

  • Responsible for overall coordination of proposal development and Programmes implementation in the assigned regions.
  • Provide support to and oversight of countries as and when requested.
  • In close coordination with the POs, relevant units (Finance, Technical, HR, and Logistics) and country teams, participate in the programme proposal process and ensure the quality of proposal design. In cases of complex proposals (multi-country or Consortium), act as main focal point and responsible for the coordination across countries and/or organisations.
  • In consultation with Programme Officers, country teams, US Desk, Technical and Performance Units, ensure country teams deliver high quality programming in line with the objectives of IMC UK and in accordance with donor requirements. Perform quality oversight through the review of workplans, M&E tools, and financial pipelines.
  • Support POs and country teams to prepare timely and high quality progress reports, and donor reports to allow review efficiency.
  • Ensure information about project achievements and lessons learned are distributed within the organisation globally.

Qualifications:



    1. Commitment to international travel including the willingness to be deployed on emergency response and fill gaps in the field when required - Essential
    2. Experience of working with ECHO, EC, DFID and other major institutional donors and proven track records of submitting winning proposals- Essential
    3. Relevant experience as a Programme/Project Manager- Essential.
    4. Proficiency in English- Essential
    5. Proficiency in French or Arabic- Desirable
    6. Good interpersonal and leadership skills and ability to work effectively as part of a small team, with respect for and sensitivity to multi-cultural approaches.
    7. Extensive practical experience working with all steps of the project cycle management (needs assessments, proposal writing and development, implementation, monitoring, reporting and evaluating).
    8. Relevant degree in international development, Project management or other related field – Essential
    9. Relevant Master’s degree - Desirable
