17-086: Emergency Program Coordinator

The Emergency Program Coordinator (EPC) is an integral part and deployable member of International Medical Corps’ emergency response unit.  The primary responsibility of the position is to lead in the development of proposals and concept notes to support fundraising efforts for emergency response programs both from HQ as well as field-based offices. The position can also be part of a first response team to conduct assessments and coordinate start up and implementation of emergency response projects.  The position will report directly to the Deputy Director for Emergency Response during non-deployment periods, while reporting to Team Leaders or Country Directors when providing direct, field-based support.

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.  The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.  In close coordination with emergency response teams (ERTs) and other relevant HQ departments, lead on the rapid development of concept notes and proposals for International Medical Corps activities in slow- and rapid-onset emergency settings;

  • Ensure proper reviews for proposal submissions with attention to donor-specific guidelines and requirements;
  • Coordinate follow-up on donor questions/requests for information regarding proposal submissions;
  • Predict and prevent bottlenecks in proposal development process by staying abreast of all proposal components, coordinating with relevant individuals and departments, and allocating extra resources where needed;
  • Establish proposal development guidelines for the emergency response unit and collaborating departments;
  • Provide direct support on proposal writing to other departments as required during emergency responses;
  • Provide guidance and support to other HQ departments on proposal development and donor policies and regulations, as needed;
  • Travel to field as necessary to lead/support program development efforts as a member of the emergency response team;
  • As required for an emergency response and assigned by the RMT lead, serve as program coordinator for start up activities, developing detailed workplans, managing staff, liaising with local authorities and members of affected communities, and reporting on deliverables in a timely fashion;
  • With emergency response team management, develop and implement strategies to transition programs from relief to recovery;
  • Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and levels of work assigned and are not necessarily all-inclusive.
  • Master’s degree in Public Health, International Development and/or in a relevant field of study;
  • Three to five years of experience in program design, implementation and evaluation, of which at least one year in developing countries or resource deprived environment, preferably including field management experience; or equivalent combination of education and experience;
  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs;
  • Experience and strong familiarity with humanitarian funding - particularly past proposal and budget development experience with OFDA and UN agencies;
  • Familiarity with USAID rules and regulations, and their application in humanitarian settings;
  • Understanding of health and development concepts in developing countries and humanitarian settings;
  • Outstanding organizational skills;
  • Excellent communication skills, both oral and written;
  • Top-notch writing skills, with significant proposal writing experience;
  • Ability to exercise sound judgment and make decisions independently;
  • Excellent ability to handle multiple tasks and many administrative details in a fast paced and constantly changing environment;
  • High level of attention to detail;
  • Extremely flexible, with the ability to cope in highly stressful situations
  • Highly proficient with MS Word and MS Excel; MS PowerPoint a plus.
