Program Background
When catastrophe hits, International Medical Corps is often one of the first humanitarian aid organizations on the scene—providing rapid and effective aid that saves lives, reduces suffering, and promotes self-reliance.

International Medical Corps has established an International Emergency Roster to ensure that emergency positions are filled in a timely manner with professionally qualified, gender balanced, geographically diverse, linguistically able, and a highly motivated corps of professionals. The team includes coordinators, logisticians, doctors and water and sanitation experts. It also includes specialists who focus on protection, prevention of sexual violence and aid for rape survivors and mental health.

Selected Emergency Response Team (ERT) members are always on standby to deploy to a crisis within 72 hours, whether they are launching into new areas or lending support to International Medical Corps teams already on the ground. International Medical Corps maintains a roster of volunteers, staff and available specialists who have been interviewed and have completed pre-deployment paperwork, orientation and training. The roster is updated on regular basis as new responders are identified and members update their areas of expertise and other relevant information. Through this expression of interest, applicants are encouraged to submit their profiles so that their information is readily available in the International Medical Corps applicant tracking system.

Job Summary
**NOTE** Candidates applying to this position are indicating that they are interested in being considered for the International Medical Corps standby roster for emergency response. Roster members will only be contacted when there is an emergency response need for which the responder is qualified for.  This position will not be compensated unless responders are deployed to an emergency response.

The Emergency WASH Coordinator's primary role is to lead and provide technical support for planning and smooth operation of emergency WASH activities in any defined context. This includes active involvement in devising and rollout of Emergency WASH strategy based on the assessments/needs identified, and program implementation of multiple WASH projects, which are well coordinated with IMC core sectors. S/he will support identification of funding resources and ensure the training of local staff and stakeholders in WASH related topics.

Essential Duties & Responsibilities:

  • Plan and implement the WASH projects;
  • Foster internal and external networks with stakeholder and donors;
  • Provide technical to support development of funding proposals;
  • Manage, lead and provide direction to the WASH team;
  • Support the program team in obtaining the required government permissions and positively engaging with intuitional and private donors and HQ;
  • Ensure the project monitoring, regular reviews and timely internal and donor reports
  • Capture lessons learned for improving quality and close out projects with satisfactory results and appropriate exit plans.


  • Conduct initial multisector rapid assessment to accurately depict the current humanitarian situation in collaboration with other sectoral staff and affected population;
  • Provide WASH sectoral leadership and technical support to translate needs into priorities and formulate immediate interventions and required resources linked to activity plans and budgets
  • Assess in-country resources and capacities (human, material and financial) of relevant staff and agencies for response.

Program Design:

  • Formulate the overall objectives and strategy for a WASH response program for senior Country Management, and design overall WASH response plan, taking into account the needs of the community, the current levels of in country WASH capacity, and the integration of WASH with other International Medical Corps’ sector activities;
  • Select from array of appropriate technologies for water systems for the said context, including source selection (ground water, surface water), abstraction, storage, treatment and distribution for design of new systems and/or the rehabilitation of old Water systems;
  • Design the most appropriate form of sanitation system from available systems such as excreta disposal, vector control, solid waste disposal, drainage, taking full account of local conditions, resources, customs and cultural norms;
  • Design, in collaboration with other actors and stakeholders, a suitable hygiene promotion program that suits the local context and would be widely accepted by beneficiaries;
  • Promote and design a WASH program incorporating Gender, protection, DRR and environmental impact, operation and maintenance and sustainability;
  • Develop concept papers, letters of intent, proposals and budgetsto support successful funding by external donors;
  • Ensure Sphere standards both qualitative and quantitative are considered and well documented throughout the program cycle;

Response Management and Implementation:

  • Plan, lead and manage WASH program in a phased and prioritized manner with full consultation and co-ordination with International Medical Corps’ response team and other agencies both governmental and non-governmental;
  • Work closely with Human Resources team for planning and hiring and supervising the WASH team including scheduling, training and performance reviews;
  • Build the WASH team capacity to respond to the current emergency and future resilience;
  • Ensure gender and protection is fully considered throughout the project cycle with women being enabled to influence decision- making around WASH challenge;
  • Design and develop appropriate monitoring and evaluation systems for WASH interventions;
  • Work closely with program support functions (logistics and finance departments) for WASH program supplies and activities planning.

Representation and Reporting:

  • Provide regular updates and technical guidance to team on progress, priorities and challenges – verbally and in writing;
  • Represent International Medical Corps to governmental and non-governmental groups as needed and agreed with the supervisor including relevant emergency related Cluster activities;
  • Ensure donor and HQ reports are timely, complete and support positive relationship with intuitional and private donors and HQ.

Prevention of Sexual Exploitation and Abuse
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Compliance & Ethics:  Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity. 

  • Minimum of bachelor's degree in water and sanitation engineering, civil engineering, or relevant technical WASH specialization;
  • At least three years of work experience with designing and implementing water and sanitation systems in IDPs, refugee and migrant or other humanitarian contexts, maintaining sanitation systems, and implementing hygiene promotion programs, or equivalent combination of education and experience;
  • Ability and good understanding of WASH sector and its hardware and software components;
  • Demonstrated success in emergency response, including conducting rapid assessments, developing WASH strategy and clear and realistic activity plans; and the design and delivery of effective water supply and hygiene promotion interventions in humanitarian contexts;
  • Working knowledge of key intuitional donors’ policies, guidelines and strategies including OFDA, ECHO, DFID and UN;
  • Demonstrated analytical,project conceptualization and planning skills and experience in WASH proposal development;
  • Experience supervising and trackingimplementation, reporting against the agreed indicators and managing project budget;
  • Ability to effectively present information (both written and verbally) and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government;
  • Demonstrated knowledge of integrating WASH activities with other sector activities, in particular understanding gender related challenges within the beneficiary groups;
  • Demonstrated experience of working closely with support functions (finance and logistics) on activity and procurement planning; implementation and reporting;
  • Excellent written and verbal communication skills in English required, working knowledge of French, Spanish or Arabic skills desirable;
  • Must be able to demonstrate cross-cultural awareness and maintain a positive working relationship with clients and colleagues with professionalism and integrity;
  • Demonstrated skills in creative problem solving particularly in limited resource settings;
  • Experience in managing, training and motivating multiethnic and multicultural teams.
