Essential Job Duties/Scope of Work:

 

International Medical Corps UK is a global humanitarian organisation saving and rebuilding lives through health care, training and community development. International Medical Corps UK works alongside International Medical Corps, responding to humanitarian emergencies and communities afflicted by conflict, poverty and natural disaster in more than 20 countries. 

International Medical Corps and International Medical Corps United Kingdom with headquarters in the United States and the United Kingdom respectively, work collaborate to maximize resources for the delivery of appropriate relief and development activities. 

JOB PURPOSE

Working under the supervision of the Programme Manager, the Programme Officer assists in coordinating emergency relief and development activities and program design and development for assigned country programs, supports in-country teams and provides guidance to field staff (field sites). As requested or delegated by supervisor, the Programme Officer represents and advocates for International Medical Corps' and International Medical Corps UK programs to partners in the international development community, donors and government representatives.

 

KEY RESULTS AREAS/ACCOUNTABILITY

 

  1. Serve as the day-to-day Headquarters liaison to country programs with International Medical Corps and International Medical Corps UK internal departments, advocating for the needs of the program within the organisation and coordinate communications between all International Medical Corps departments, including compliance, programming, logistics, legal, security, human resource and communication.

     

  2. Assist in developing and implementing regional and country strategies; provide feedback on identified country program directions.

     

  3. Using the country strategies as a base, to support ongoing program development and design. This will include identification of needs; identification of donors, donor priorities, and donor opportunities; and program design for UK/EU/US donors

     

  4. Assist in the proposal process for both UK/EU and US donors, which may include proposal writing, editing, and proofreading, coordination with other departments, and technical input preparation for submission, following through approval process, and assisting in start-up activities.

     

  5. Contribute and coordinate input into reports (internal, financial, donor, special and other) and their flow; including review, analysis, and compliance with deadlines.

     

  6. Support the daily operations of country programs to ensure continuance through appropriate response to context changes, mission, program, and beneficiary needs, donor positioning, lessons learned, and best practices.

     

  7. Facilitate compliance with internal and external regulations (referencing internal audit quarterly reports), all applicable laws, and contractual obligations, in consultation with Legal.

     

  8. Facilitate timely and adequate cooperation with Grants, Contracts Management (GCM) and Finance regarding review and approval of agreements (MOUs, contracts, etc.).

     

  9. Travel to support the assigned country teams as needed, including but not limited to participation in exploratory missions/assessments.

     

  10. Perform problem solving and mitigation as needed.

     

  11. Raise the profile of International Medical Corps, its work and country missions through active participation in Interaction fora, conferences, workshops, outreach events, and communication opportunities in line with senior strategic objectives and priorities;

     

  12. Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors;

     

  13. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

     

  14. Compliance & Ethics:  Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

QUALIFICATION AND OTHER REQUIREMENTS

  1. Bachelor’s degree or Master’s degree in (e.g. Public Health, Social Work, International Relations, Business Administration, International Development, etc.) or other relevant qualification
  2. Ability to read,analyse,andinterpretdonorregulationsand requirements;
  3. Ability to write reports;
  4. Ability to effectively presentinformationandrespondtoquestionsfrom management and field programs;
  5. Understanding of health and development concepts in developing countries;
  6. Outstanding organisational skills;
  7. Excellent communication skills, both oral and written;
  8. Excellent self-motivation skills;
  9. Experience in effectively dealing with international and headquarters staff, and the ability to deal with a broad spectrum of people;
  10. Ability to exercise sound judgment and make decisions independently;
