Job Description

International Medical Corps: provides safe, timely, effective, efficient, equitable and patient centered care; offers needs-based response according to the context and type of Sudden Onset Disaster and/or outbreak in the affected nation: adopts a human rights-based approach to their response; ensures they are accessible to all sections of the population affected by the SOD and/or outbreak particularly the vulnerable; and treats patients in a medically ethical manner consistent with the World Medical Association Medical Ethics Manual.

International Medical Corps is accountable to: patients and communities; host government, Ministry of Health; our organization and donors. International Medical Corps commits to a coordinated response under the national health emergency management authorities. International Medical Corps collaborates with the national health system, the cluster and the humanitarian community.

Selected personnel are on standby to deploy to a crisis within 48 hours. Personnel may deploy to new areas of operation or lend support to International Medical Corps teams already on the ground. International Medical Corps maintains a roster of volunteers and staff who have completed pre-deployment paperwork, orientation and training. The roster is updated on a regular basis. Through this expression of interest, applicants maintain professional profiles with International Medical Corps so that information is complete and readily available for an emergency response deployment.

Job Purpose

This position will support International Medical Corp emergency response delivering outpatient clinical care to disaster effected populations.

The primary responsibility of the Logistics Manager – Infrastructure, reports to the Logistics Coordinator, reporting to the Logistics Coordinator is to be responsible for the set-up and the maintenance of Base Camp and Mobile Medical Units (MMUs). This requires a highly motivated and detail solution-oriented individual who will be able to resolve operational critical challenges as they arise. The Logistics Manager – Infrastructure, contributes to ensuring that International Medical Corps commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Charter, International Medical Corps Minimum Standards and the NGO Code of Conduct. The Logistics Manager – Infrastructure is trained on Dangerous Goods management but is not expected to certify dangerous goods for consignment purpose.

Candidates applying to this position are indicating that they are interested in being considered for the International Medical Corps standby roster for emergency response. Roster members will only be contacted when there is an emergency response need for which the responder is qualified for. This position will not be compensated unless responders are deployed to an emergency response.

Main Responsibilities

Support the Base Camp and Mobile Units set up, and general management

  • Participate in initial joint assessment for deployment of EMT base camp including site selection. This also extends to coordination with the medical lead to identify possible field locations and associated safe routes to support deployment of the mobile units.
  • Work with Logistics Coordinator to identify priority areas to improve International Medical Corps preparedness and emergency response capacity related to assigned activities
  • Responsible for the set up and implementation of the base-camp, mobile-unit equipment and structures, including: shelters (medical, office/warehousing, sleeping), fencing, lighting, power supply, fuel management, vehicle access, and maintenance of services for the period of the deployment.
  • Responsible for training, supporting, quality control and monitoring of the logistics components managed by the medical unit.
  • Responsible for the set-up of a Dangerous Goods compliant storage area for fuel, chemicals etc.
  • Responsible for on-site maintenance of structures including organizing, repairs, cleaning, and up keep.
  • Responsible for the establishment of dynamic and flexible infrastructure maintenance, per needs identified by base camp users and static or mobile-unit teams.
  • Responsible for infrastructure demobilization operations including dismantling, cleaning, packing into shipping containers disposition in accordance with host country laws and environmental considerations.
  • Responsible for identifying any materials that will require replacement / repair of the infrastructure before next deployment of the unit.
  • Maintain accurate filing systems, with documented and supported records of action for audit purposes.

 Power and Fuel Management

  • Responsible for the definition of EMT Type 1 requirements for power supply equipment, including related fuel supply, equipment maintenance and essential spare parts availability.Responsible for the technical selection of power equipment if procured locally.
  • Responsible for the implementation of appropriate storage conditions for fuel, in line with dangerous good requirements.
  • Responsible for the receipt and quality control of fuel, implementation of a fuel issuance process for vehicles and generators, monitoring of individual power equipment fuel consumption through implementation of logbooks and preparation of fuel consumption reports.
  • Responsible for the conduction of daily / weekly generators check and maintenance operations.
  • Responsible for the establishment of a reliable power supply to the base-camp during working and off-working hours.
  • Responsible for implementation of secondary and if necessary tertiary back-up power systems to ensure operations of the medical facility are uninterrupted during the operation of the deployment.
  • Responsible to ensure that the mobile medical unit has power supply if required to support field deployment. Portable power generation / vehicle based power support as required.

  Staff Capacity Building and Performance Management, Learning & Development

  • As needed for the operation, hire local staff and temporary labor required for site preparation, set-up, maintenance of the site and equipment, and decommissioning of the site at the end of the deployment. Provides induction and on-job training/coaching, as required.
  • Coach, train, supervise and mentor direct-report staff and provide regular and timely positive and constructive performance feedback and performance reviews.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

External and Internal Coordination

  • Proactively engage with key staff (Program, Finance, and Medical) on logistics matters related to assigned duties.
  • When necessary, represent International Medical Corps in inter-agency logistics coordination, engagement with donors, local government, project partners, UN agencies and other non-governmental organizations, Logistics Cluster to ensure adequate information sharing, address common concerns/problems and seek solutions.
  • Coordinate timely and accurate reporting to HQ reports, donor’s queries and host government as needed.
  • Represent International Medical Corps in a positive and professional manner contributing to the creation of a positive image and overall credibility of the organization, notably through the application of International Medical Corps’ mandate, ethics, values and stand-point with regard to other actors.

Compliance and Best Practices

  • Committed to fraud detection, risk reduction and fraud reporting, ensure compliance with International Medical Corps policies and procedures, applicable donor regulations and host country laws.
  • Work with Finance, Compliance and audit focal points to assess compliance with internal controls and implement corrective measures.
  • Attends coordination meetings which are relevant to country activities
  • Interfaces with national government and relevant agencies to ensure compliance with varying government regulations

Ethics

  • Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps' and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and among beneficiaries served by International Medical Corps

Qualifications:
  • Degree in Civil or mechanical engineering, Logistics, Supply Chain Management or related field, or as alternative Certification in Humanitarian Logistics or similar, or extensive experience in humanitarian logistics. Relevant qualifications or training courses desirable.
Experience
  • Experience of building and developing the capacity of logistics staff through the use of training, performance management frameworks and development plans
  • Experience in remote management
  • Experience with construction and site project management desirable
  • Experience with electrical installations desirable

In addition to the responsibilities referenced above, candidates can expect to be living and working in austere conditions. Lifting moderately heavy objects from the ground, carrying a backpack for extended periods of time, and walking or hiking in remote locations may be necessary to perform these functions.
