Essential Job Duties/Scope of Work:

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility for rapid response to emergencies. International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Program Background

International Medical Corps is a ‘first-responder’ both to natural and man-made disasters and has a mandate of working in remote locations. The organization has a comprehensive security management policy and plan in place and committed to do everything possible within its remit to ensure safety and security. Notwithstanding, the mandate and programming choices of International Medical Corps require staff with a high degree of resilience, sound judgment, the ability to move fast, and the willingness to travel and work in unstable situations and harsh conditions.

 

PROGRAM BACKGROUND

International Medical Corps is responding to Hurricane Maria in Puerto Rico, where we are supporting a network of health clinics and hospital catering to underserved populations through sub-grantee mechanisms.

 

JOB SUMMARY

Develops and monitors sub-grants for partners in Puerto Rico; facilitates training for partners on grant management; Assists with funding acquisitions and provide guidance in the management of both the grants and contracts portfolio; Oversees office finance and administration functions.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Financial Management and Collaboration

• Develop and monitor sub-grantee mechanisms and contracts for Puerto Rico programming.                        
• Work closely with key financial stakeholder on the management of International Medical Corps’ Puerto Rico portfolio; including but not limited to; VP of Finance, Field Controller, HQ Assistant Controller, Senior Financial Analyst
• Provide high level support to non-financial departments in project management and initiatives
• Represent International Medical Corps with donors and external partners
• Participate in strategic planning for both corporate and department specific initiatives

2. Training & Institutional Development
• Assist in the development of financial policies, procedures, and training to promote compliance to GAAP, donor regulations, organizational needs, as well as the changing regulatory environment

3. Assist with Acquisition of Contracts and Grants
• Review and interpret requirements of solicitations, collaborate with, Program Development, Operations, HR, Finance staff and other key stakeholders on responding to donor/client requirements
• Serve as lead finance point of contact on all new business RFPs and RFAs, with responsibility to delegate to Split Finance, when appropriate.
• Provide technical assistance on financial and programmatic planning and compliance
• Assist with the review and provide feedback as requested, by the RFC and other Sr. Finance Staff members on all contracts/grants to insure best possible terms for the organization
• Work with communications and resource development to monetize program activities for marketing and fundraising purposes
• Participate in external coalitions and International Medical Corps working groups on contracts/grants management, supply chain management system, and strategic opportunities

4. Oversee Contract and Grant Management
• In collaboration with HQ Finance departments analyze financial plans, budgets, cash flow projections, and operating forecasts, as well as assessing project cash burn rates and country funding requirements
• In collaboration with the Regional Finance Coordinators, advise Operations and Resource Development staff on significant deviations from the financial/operational implementation plan and monitor corrective action when needed
• Provide technical advice on external and internal audit
• Serve as lead finance point of contact on programs developed and implemented

5. Oversight of Finance and Office Operations
• Facilitate program and office budgeting process
• Review and approve procurement transactions to ensure adequate supporting documentation and accuracy
• Oversee office cash accounts and fixed asset inventories

6. General
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

REQUIREMENTS

1. Education and/or Experience
• Undergraduate/Graduate degree in Finance or related field; or equivalent combination of education and experience.
 • 5+ years of experience with grants/contract management
• Good knowledge of USG and other (UN, Work Bank, European donors) donor regulations and requirements
• Previous experience with international relief environment
• Working knowledge of accounting

2. Other Skills and Abilities
• Strong work ethic and the ability to work and think under pressure in multi-tasked, fast-paced
• Ability to speak Spanish a plus
