Program Background
When catastrophe hits, International Medical Corps is often one of the first humanitarian aid organizations on the scene—providing rapid and effective aid that saves lives, reduces suffering, and promotes self-reliance.

International Medical Corps has established an International Emergency Roster to ensure that emergency positions are filled in a timely manner with professionally qualified, gender balanced, geographically diverse, linguistically able, and a highly motivated corps of professionals. The team includes coordinators, logisticians, doctors and water and sanitation experts. It also includes specialists who focus on protection, prevention of sexual violence and aid for rape survivors and mental health.

Selected Emergency Response Team (ERT) members are always on standby to deploy to a crisis within 72 hours, whether they are launching into new areas or lending support to International Medical Corps teams already on the ground. International Medical Corps maintains a roster of volunteers, staff and available specialists who have been interviewed and have completed pre-deployment paperwork, orientation and training. The roster is updated on regular basis as new responders are identified and members update their areas of expertise and other relevant information. Through this expression of interest, applicants are encouraged to submit their profiles so that their information is readily available in the International Medical Corps applicant tracking system.

Job Summary
**NOTE** Candidates applying to this position are indicating that they are interested in being considered for the International Medical Corps standby roster for emergency response. Roster members will only be contacted when there is an emergency response need for which the responder is qualified.  This position will not be compensated unless responders are deployed to an emergency response.

The Compliance Officer will support International Medical Corps’ emergency response by assisting staff with adherence to local laws, International Medical Corps policies and procedures, humanitarian standards, donor regulations, and requirements for sub-awardees. The Compliance Officer will act as an independent check and balance outside of programs, finance and other functions. The position will have a direct administrative reporting line to the Director of Global Country Program Compliance and work closely with the Emergency Response Team Director, Human Resources, Finance Administrative Director, Logistics team and Program Director. The role will liaise with the relevant headquarters (HQ) departments as needed.

Essential Duties & Responsibilities:

General Responsibilities:

  • Real-time Review and Detection of Risks: Support the Emergency Response Team to ensure International Medical Corps is in compliance with organizational policies/procedures, donor regulations, grant obligations (such as timely implementation), humanitarian standards, and host government laws. This person will be proactively conducting regular visits to warehouses, partners (if applicable), etc. and be present during deliveries and distributions;
  • In-house Assurance Activity: Serve as an advisory and assurance role to management (local, regional and HQ) that the operation is going as planned and highlight red flags on a timely basis. Identify risk prone areas, such as finance, procurement and operations, and provide analysis and recommendations to Emergency Response Team on the development and implementation of measurable compliance controls for International Medical Corps’ policies & procedures;
  • Fraud Prevention: Support, monitor and report on key areas of compliance highlighted by USAID OIG Fraud Prevention Guidelines, with a focus on procurements, warehousing, and feedback mechanisms for beneficiaries;
  • Reporting: Complete regular, timely compliance reporting to the Director of Global Country Program Compliance.

Human Resources:

  • Follow up on the staff on-boarding and training plan and its implementation in coordination with the local Human Resources Department to support new staff (e.g. monitor staff completion of the mandatory legal, human resource, and beneficiary protection courses);
  • Monitor proper and timely vetting and recruitment process for national staff in the Emergency Response Team.

Procurement and Logistics:

  • Monitor and report on adherence to the International Medical Corps Procurement Procedures, as well as to the Emergency Simplified Procedures to the extent those are in place;
  • Monitor and report on adherence with good storage practices as outlined in International Medical Corps Logistics Manual and Pharmaceutical Supply Chain Management Manual with a focus on responsible pharmaceutical and medical commodity handling and storage.

Program:

  • Monitor compliance with grant/cooperative agreement/contract obligations, such as timely implementation of project activities and adequate documentation for evidence of implementation;
  • Follow up on establishing a monitoring and evaluation framework with a focus on beneficiary reporting and feedback mechanisms.

Compliance & Ethics
Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Qualifications:
  • Minimum of a college or university degree in Accounting or Business Administration management preferred;
  • Minimum 3-5 years’ managerial experience in a non-profit organization or equivalent experience, training and education;
  • Finance, Audit, and/or Compliance experience is preferred;
  • Demonstrated proper understanding of Enterprise Risk Management with agility and malleability to work with risk frameworks/registers preferred;
  • Working knowledge with USAID, EU, DfID and other donors;
  • Excellent written and verbal communication skills in English required, working knowledge of French, Spanish or Arabic skills desirable;
  • Must be able to demonstrate cross-cultural awareness and maintain a positive working relationship with clients and colleagues with professionalism and integrity;
  • Demonstrated skills in creative problem solving particularly in limited resource settings;
  • Experience in managing, training and motivating multiethnic and multicultural teams.
