Essential Job Duties/Scope of Work:

Under the supervision of Country  ector, the Program Director has the following responsibilities;

  1. PROGRAM MANAGEMENT  
  2. Develop project specific implementation plans including timelines and assigned roles and responsibilities in partnership with country-level team leads and local stakeholders
  3. Lead internal and external project planning and reporting, including annual work planning with IMC country office and field teams including sub award partners 
  4. Follow up of the project work plan with team members regularly to ensure that activities are on track.
  5. Development of detailed implementation plans including procurement, payment and distribution schedules of programme inputs in line with programme logistics/supply chain capacity
  6. Ensure that the projects meet stated objectives and indicators within agreed timeframes including,  ensuring project deliverables are achieved to the highest standard
  7. Ensure the effective use and coordination of resources and compliance of the project's financial systems and controls per IMC and donor standards.
  8. Provide or facilitate technical leadership for the project especially in the areas of health system strengthening and related areas. 

     

  • Systematically and closely monitor the delivery and expenditure rates of the projects promptly identifying, and correcting under-delivery issues and deviations from work plans
  • Manage and closely follow budget pipeline planning, monitoring and monthly follow up in collaboration with other relevant staff. 
  • Analyze trends in the program and budget, identifying issues and developing and recommending solutions to the Program Director.
  • Ensure regular visits to the project sites in order to work directly with field team with producing regular monitoring reports which is shared with Program Director and relevant others.

     

  • Responsible for ensuring  high quality progress reports are prepared on time

     

  • Organize and attend weekly departmental meetings to maintain effective communication.
  • Conduct regular field visits to identify and address programme quality concerns and gain a solid first-hand understanding of emergency programme risks and trends at the community level. 
  • Manage sub-contract development and negotiations of partner NNGOs, and ensure that they get proper support so that they can achieve their deliverables. 

     

  • Conduct regular progress review meetings with partners to ensure project is going well

     

  • Ensure the participation of beneficiaries and communities, particularly those most vulnerable or at-risk, in all stages of the project cycle where appropriate.

     

    1.  PROGRAM DEVELOPMENT

 

  • Responsible for assisting CD in expanding country portfolio
  • Actively identify and pursue new opportunities and lead program development activities by developing and technically reviewing program and grant proposals;

 

 

  1. PROGRAM COORDINATION

     

  • Manage relationships with the project partners and other key stakeholders.
  • Represent the project and IMC at relevant meetings at state level as well as Federal level when and if assigned.
  • Ensure PROGRAM project and IMC’s active engagement at state and local authorities and humanitarian actors in the health and nutrition field.
  • Build effective coordination and synergies with stakeholders.
  • Establish strong links and ensure adequate information sharing with the IMC’s Khartoum Office and, with other IMC offices in Sudan, as needed.

     

     

    1. PROGRAM IMPLEMENTATION AND MONITORING 

       

  • Assist IMC Sudan’s Country Office in resource mobilization for program activities and inputs.
  • In consultation with Country Director and others, plan and oversee rapid needs assessment and guide the team to assess and address specific needs
  • Actively participate and contribute in internal programme review, strategy development, senior management team meetings and other events as necessary.
  • Monitor developments and determine strategic opportunities related to program.

     

  • Ensure that the program is implemented in accordance with donors’ regulations and with IMC standard procedures 

     

  • In collaboration with the M&E team, analyze and report on relevance, outcomes, and impact of program  related activities to provide lessons learnt and to identify best practices.
  • Advise operational   research questions and participate as needed.

     

    1. STAFF MANAGEMENT AND CAPACITY BUILDING

       

  • Provide effective guidance and support to program staff .
  • Lead training and capacity building activities to build program capacities within IMC Sudan, partners and target SMOH staff.
  • Assist in the selection, recruitment, and training of program staff;
  • Technically Supervise, orient, monitor, and evaluate program staff of the mission in close collaboration with EPC/Head of base;
  • Maintain open lines of communication with all field staff and service departments.
  • Ensure close supervision and guidance of project and/or officers;
  • Work with field coordinators and project officers to address programmatic challenges; 
  • Determine training needs for Programmatic staffs and facilitate the participation of these staffs in necessary trainings in order to build capacity and increase job responsibilities
  • Advocate and plan for professional development for Programmatic staffs

     

     

    1. REPRESENTATION

       

  • Attend coordination meetings relevant to country programs
  • Attend sector working group meetings including (but not limited to) health, nutrition, Protection, Food security and Wash
  • Represent the organization at any task force meetings, UN coordination meetings, INGO coordination meetings, as appropriate
  • Ensure maximum visibility of the organization amongst the GoN/NGO/UN community
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, values and stand-point with regard to internal and external actors

     

     

    1. WORKING RELATIONSHIP

       

  • Maintain regular communication with Country Director, other Senior Leadership Team members and Field senior staffs to ensure program activities and objectives are achieved
  • Work with Country Director, operations manager, Finance Admin Director and others  to ensure the coordination of timely delivery of program supplies and expenses are within budget
  • Maintain contact   and work with HQ program and advisors.

     

    1. SECURITY

       

    2. Collaborate with operations  manager and CD in order to ensure staff and reputation of the organization are safe and secure at all time
    3. Ensures application and compliance of security protocols and policies

       

    4. COMPLIANCE and ETHICS

       

  • Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.
    1. PREVENTION OF SEXUAL EXPLOITATION AND ABUSE

 

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Qualifications:

Requirements

  • Master’s degree in public health or related field is required
  • Medical or Health background is required ;  MD is strongly preferred.
  • Experience in nutrition is required.
  • Experience in WASH program is an advantage.
  • Eight  or more years of experience in senior program management in a developing-country context, preferably insub-Saharan Africa.
  • Proven capacity to supervise, and coach staff in project management.
  • Demonstrated skills in problem solving.
  • Financial management skills are an added advantage.
  • Innovative, flexible and high adaptability skills in hardship location;
  • Excellent analytical skills and responsiveness 
  • Representation skills and excellent communication and reporting writing skills
  • Fluency in English (written and spoken) is essential
