Essential Job Duties/Scope of Work:

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility for rapid response to emergencies. International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Program Background

International Medical Corps is a ‘first-responder’ both to natural and man-made disasters and has a mandate of working in remote locations. The organization has a comprehensive security management policy and plan in place and committed to do everything possible within its remit to ensure safety and security. Notwithstanding, the mandate and programming choices of International Medical Corps require staff with a high degree of resilience, sound judgment, the ability to move fast, and the willingness to travel and work in unstable situations and harsh conditions.

Scope of Work

This position will provide overall leadership and work towards developing, monitoring, and strengthening relationships with key sub-recipients, vendors, governmental and intergovernmental institutions, and donors implement International Medical Corps’ response strategy. In addition to being IMC’s overall representative in the programing area, we are looking for individuals who have a passion for making a difference in the lives of people around the world.

This position is specific to Dhaka, Bangladesh, where the individual will be working independently. This position may extend to the regional area as necessary.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

          Leadership

  • Lead, manage and coordinate the overall contribution of the International Medical Corps HRU objectives
  • Create a shared vision and team cohesion
  • Manage the operating principles and guidelines
  • Lead, develop and implement a coherent response strategy that contributes to International Medical Corps HRU objectives
  • Coordinate closely with Director of HRU and other departments within International Medical Corps Staff Management / HR
  • Provide overall strategic leadership to the IMC team including fiduciary planning, human resource management, and HRU vision;
  • Serve as the key liaison with our partners, the MOH, and other partners and international donors;
  • Lead work plan development and coordinate input from program staff, counterparts;
  • Design, develop, and implement a strategic long-term programmatic vision that is in accordance with the objectives of IMC;
  • Provide overall leadership, management oversight, and technical direction for the response program;
  • Ensure high-quality performance and integrity standards in compliance with IMC policies and regulations;
  • Report to IMC senior management project the achievements and results of the response
  • Establish systems for maintaining an overview of all staff activity
  • Co-ordinate prioritizing of requests in consultation with other involved functions
  • Maintain HR management tools incl. organizational charts, job descriptions, performance evaluations as per International Medical Corps policies
  • Ensure effective teamwork among staff Needs Assessments and Emergency Response
  • Undertake emergency field deployment and perform needs assessments
  • Develop and maintain productive working relationships with emergency donors
  • Facilitate smooth handover of program management to the Operations desk, past the first response phase.

    Representation

  • Represent International Medical Corps to Local & National Authorities, international donors, UN Agencies, international and national NGOs.
  • Develop good working relationships with other humanitarian/emergency actors such as INGOs, UN agencies and Donors.

    Administration

  • Ensure that appropriate logistic, administrative and financial structures and procedures appropriate for emergency response are established and / or maintained in accordance with IMC guidelines.

    Security (If Security Officer has not been deployed)

  • Responsible for the security of all international and national staff when deployed on needs assessments or emergency response.
  • Ensure that appropriate security guidelines and procedures are established, maintained / updated regularly and adhered to by the response team.

    Finance

  • Oversee budget preparation, setting the parameters and the process
  • Establish and / or maintain the International Medical Corps field accounting systems
  • Oversee the completion and return to LA/Split of field accounts within the agreed deadlines.
  • Other Carry out any other responsibilities as requested

Compliance & Ethics

Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.

Qualifications:

The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

  • Advanced degree from an accredited university in business administration, international relations, or a relevant field
  • At least five years of experience in managing complex, multi-sector projects in a developing country
  • Experience working in multiple countries and the Caribbean is preferred
  • Experience managing organizations and project implementation
  • Working knowledge of humanitarian donor rules and regulations, especially USAID, DFID, ECHO, and UN agencies.
  • Experience in emergency response in a humanitarian context.
  • Ability to work with multi-disciplinary officials or groups
  • Ability to work independently.
  • Project management skills with experience in managing and supervising administrative project
  • Possesses excellent interpersonal skills, organizational skills and pays great attention to detail
  • Ability to effectively present information (both written and verbally) and respond appropriately to questions from national / regional disaster response agencies, local authorities, international and intergovernmental donors, and other stakeholders
  • Experience managing emergency response programming exposure a plus;
  • Experience managing nutritional multi programming a plus;
  • Strong writing, presentation and program development skills
  • Demonstrated leadership, versatility, and integrity
  • Strong interpersonal and written communication skills
  • Fluency in written and spoken English
