Essential Job Duties/Scope of Work:

GENERAL POSITION SUMMARY:

Working in the Program Department, under the supervision of the Country Director, the Sub-Grant Manger is responsible for monitoring sub grants and sub grantees, to ensure compliance with the terms and conditions of the sub grant agreement, including partners assessments, drafting sub-grant agreements and amendments, help monitor financial tranche payments, program narrative and financial reports and overall sub grant management and close out.The Sub Grant Manager will work in close coordination with Program Coordinators, Finance Coordinators, and technical support of the HQ Roving Sub Grant Manager.


ESSENTIAL JOB FUNCTIONS:

 

  1. Conduct pre-monitoring of sub-grants, lead the process of pre-award assessment, evaluate documents received and coordinate with Program Coordinators in drafting risk determination form, identify risks and development of capacity building plan.
  2. Coordinate with Program Coordinators to ensure timely financial and progress reporting is completed and submitted by sub-grantees, reviewed and approved on timely manner and file the reports in sub-grant management file.
  3. Consult Program Coordinators as needed for enhanced monitoring and evaluation exercises according to IMC best practices and compliance requirements. Ensure that monitoring plan includes measures to lessen financial and compliance risks.
  4. Assist in the preparation and review of sub grant agreements in collaboration with other departments and coordination with Roving Sub Grant Manager.
  5. Maintain sub grant tracking as well as grant files in accordance with the IMC Sub Grant Manual.
  6. In coordination with Roving Sub Grant Manager and Program Coordinators contribute in developing IMC resource tools for building capacity of partners.
  7. In close with other departments, develop monitoring, field visits schedule and communication matrix.
  8. Ensure close communication with sub-grantees implementing projects.
  9. Provide on-going training and support to sub grantees in required sub grant overall procedures and assist in conducting formal sub grantee training workshops/kick-off meetings.
  10. Identify potential problems during implementation of projects by the sub-grantees and make recommendations.
  11. Conduct periodic audits of sub-grants and prepare site visit reports. Ensure that compliance and performance monitoring is conducted on regular basis. Follow up on all sub grant compliance issues and audits and document resolutions.
  12. Following audits and subsequent discussions with Program Coordinators and Finance Coordinator, recommend financial, administrative and program training activities for sub-recipients.
  13. Sub grant close-outs ensuring that all requirements of the sub grant agreement have been met and that sub grant funds have been properly settled.
  14. Other duties as assigned
Qualifications:

KNOWLEDGE AND EXPERIENCE:

  • Three or more years of grant management experience including budgeting and reporting.

  • A university degree in management or related field
  • Must be able to work independently and show initiative.
  • Previous work experience with an NGO in the area of grants/sub-grants management is a preferred.
  • Report writing; ability to make recommendations for improvement; computer (MS Office), filing, and organizational skills;
  • Good understanding of major international donor policies and procedures.
  • Willingness to travel throughout the project areas.
  • Experience with monitoring and evaluation.
