Essential Job Duties/Scope of Work:

Programme Management
1. Responsible for the overall Project Management, budget and leadership of the donor supported project in the rural Damascus and north-east of Syria, ensuring the project meets objectives on time and on budget.
2. In collaboration with the Health, WASH and M&E department leads officer, oversee the  implementation, reporting and monitoring of program activities according to internal and donor requirements, ensuring that programs objectives, indicators and outcomes are met in a timely manner.
3. Work closely with country office senior management team and other of program and operations department, to ensure all procedures, codes of conduct and policies are followed and upheld and ensure donor compliance in all facets of technical aspect of program implementation.
4. Ensure programs utilize standardized protocols, policies and guidelines according to the national standards, or in the absence of such ensure that programs utilize internationally recognized standards.
5. Ensure appropriate management systems are in place regarding all IMC supported activities including but not limited to monitoring, security and health and safety, HR, and accountability.
6. When possible, undergo monitoring and support visits to the field sites, working closely with SARC representatives to ensure the on-going relevance of programme direction and support. 
7. Take responsibility for the effective management of the programme budget ensuring accurate forecasting, reporting, and ensuring spending targets are met.
8. Contribute to the documentation and communication of learning within the organization and seek, where possible, to share that learning with key stakeholders.

Coordination/Representation
1. As a part of WASH and Health technical committees of the consortium, the program manager will ensure a unified approach in terms of coordination for the Consortium, at national, regional, provincial, and municipal levels, and with other stakeholders and will address all related issues to the consortium manager for coordination with the donor.
2. Represent International Medical Corps as needed for the internal and external consortium meetings and enhance the organization’s visibility. Participate in donor meetings and communicate relevant information to HQ when needed
3. Provide timely provision of clear and consistent information and operational narrative of International Medical Corps components of the program and ensure internal coordination with various departments to address the reporting and accountability needs of International Medical Corps, consortium and the donors.
4. Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.

Other
1. Identify training needs of staff, providing internal training as appropriate.
2. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
3. Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards. Conducts work with the highest level of integrity.
4. Any other reasonable duties as delegated by the Line Manager.

Qualifications:

Degree level (or equivalent qualification) preferably in public health or in Disaster Management, International Development, International Relations, Management or other relevant subject.

3-5 years of project management experience (programme design, management, planning, monitoring and evaluation in emergency / development programs
Proven record of accomplishment of working through, and in support of, partner organisations including working to develop their organisational capacity to respond is essential.
Demonstrable experience working in demanding environments to multiple deadlines.
Demonstrable experience of working with donors and managing donor funded programmes.
Fluency in written and verbal English is essential.
Good level of Arabic language skills a significant advantage.
Comprehensive understanding of the current political, social and humanitarian situation in Syria Crisis.
Proven ability to represent an organization at a various levels.
Demonstrable ability to develop strong working relationships with internal and external stakeholders working in a partnership approach is essential.
Experience of analysing humanitarian contexts and operations, identifying pertinent issues, making operational and strategic recommendations is essential
An understanding of the various standards that are applied to humanitarian operations (e.g. SPHERE, International Code of Conduct, etc.).
Ability to rigorously, and accurately write documents / reports
