International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance. In Syria, International Medical Corps has been providing emergency medical, nutritional as well protection assistance to war-affected Syrian populations across the country. IMC’s basic package of essential health care encompasses high impact primary health care services, Water Sanitation and Hygiene as well as key nutrition, food security and protection interventions. Through support of PHC facilities, training of medical staff, and operation of mobile medical units (MMU), IMC offers curative and preventive consultations, maternal and child health (MCH) care, reproductive health services, family planning (FP), management of sexually transmitted infections (STIs), nutrition screening and services, comprehensive response and prevention of gender-based violence (GBV), and mental health support. IMC also focuses on building the capacity of local humanitarian partners, community structures and volunteers. Community volunteers are trained and supported to conduct hygiene promotion activities in their communities to encourage healthy practices. In providing training for local frontline humanitarian actors on MHPSS, GBV and other protection topics, IMC helps to improve the accessibility and quality of essential protection services beyond its own direct geographical reach. The aim of IMC’s work is to strengthen local social services and develop capacity for greater community resilience, while maintaining flexibility and the ability to respond to the continuing instability and accompanying increasing humanitarian needs in the country.
To oversee the overall design and implementation of monitoring, evaluation, Accountability and Learning (MEAL) systems and procedures and ensure that all aspects of the IMC Mission’s MEAL systems are adhered to.
- In coordination with the Program Team, project staff and MEAL field Focal Points, establish a reliable participatory MEAL framework for the IMC Syria Mission;
- Design full MEAL procedures and operating plans within the Mission;
- Implement effective MEAL systems and procedures to ensure project quality assurance and consistency across the Mission;
- Design, implement, improve and maintain workable and comprehensive MEAL tools for the monitoring of core IMC program activities within the program;
- Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, accuracy in line with the logical framework approaches (LFAs) best practice and project documents;
- Provide technical support to field teams in planning and monitoring of ongoing projects as well as the development of systematic regular and structured MEAL exercises such as evaluations, reviews, lessons learnt workshops;
- Compile various periodic internal reports for smooth and timely implementation and accomplishment of planned project activities;
- Develop & manage the MEAL Information System with the MEAL Focal Points and be responsible for generating periodic reports for all areas as per the IMC Headquarters and donor partner requirements;
- Build the capacity of staff through training and support for effective implementation of the MEAL systems, including for information gathering, periodic reflection and analysis of program monitoring data follow up and post implementation monitoring within the Mission;
- Develop work plans to mentor and coach staff to build their capacity;
- Collaborate with the Mission’s information, communications and telecommunications (ICT) section to develop and maintain the MEAL technology system including updating, trouble shooting and promptly addressing all problems as they arise;
- Implement and train on program monitoring tools (e.g. PMP, IPTT);
- Test and implement flexible reporting structures and data collection mechanisms;
- Perform program quality assurance activities such as data quality audits, periodic program reviews, field monitoring and evaluations;
- Coordinate and lead rapid and more comprehensive assessments with prompt analysis and dissemination among stakeholders;
- Establish and maintain community based feedback and response mechanisms (CBFRM) in line with IMC global CBFRM guidelines and Core Humanitarian Standard (CHS) for decision making;
- Lead on the implementation and monitoring of the CBFRM and accountability initiatives & practices across the country mission ;
- Develop onboarding and routine staff training programs and ensures staff and partners receive training on Accountability, CHS and local CBFRM procedures; Lead on the development of case studies and other learning products;
- Produce reports required for donors and HQ, including monthly, quarterly, and final donor reports; bi-weekly sit reps, informal information requests and other as required;
- Provide guidance to national program staff to ensure successful reporting of programs, grants and contracts, as well as on production of success stories and other material promoting IMC’s work inside Syria;
- Respond to donor and HQ inquiries regarding program activities;
- Coordinate the production of various informational grant program-related documents upon request by senior management;
- Assist in the development of new project proposals for institutional and private donors;
- Lead and oversee the implementation and streamlining of the Conflict Sensitivity Framework across programming;
- Follow up with programme teams to ensure the implementation of activities in line with do no harm and conflict sensitivity framework developed by IMC recruited Conflict Sensitivity Advisor;
- Monitor and report on IMC’s adherence to Do No Harm and conflict sensitivity (Safe and Effective Humanitarian Response) framework.
- Actively promote accountability standards within International Medical Corps and amongst beneficiaries served by International Medical Corps;
- Create and sustain a work environment of mutual respect where team members strive to achieve excellence;
- Represent the organization in the MEAL and Assessment Working Groups promoting a positive image;
- Perform other duties and responsibilities as required
