17-327: Global Logistics Manager
Essential Job Duties/Scope of Work:

SUMMARY:   The Global Logistics Manager is responsible and accountable for the management and delivery of logistics and field procurement activities in support of International Operations and in accordance with International Medical Corps’ logistics and procurement policies and procedures.


The Global Logistics Manager will have direct oversight of a team of (part of) Regional Logistics Coordinators, the Logistics Desk Unit, and the multiple logistics focal points in the International Medical Corps’ Headquarters offices. Fundamental to this role is the ability to remotely manage and motivate multiple teams of logistics specialists engage with country program management teams, and take an active role in the preparation and implementation of emergency logistics response.


This position will report directly to the Director of Global Logistics & Supply Chain

A. Development and Implementation of Logistics Procedures

  1. Update, maintain, disseminate and control the effective implementation of International Medical Corps’ logistics, warehousing and procurement procedures across country programs.

  2. Develop and coordinate the delivery of training modules to employees.

  3. Develop logistics auditing tools.

  4. Coordinate regular country logistics audits and the development of action plans as needed.


B. Support of Country Operations

  1. Work with Regional and Country Operations and Finance departments to design and plan fit-for-purpose logistics staffing structures.

  2. Develop and distribute standard International and National Logistics staff job descriptions, associated training modules, working tools and reporting formats.

  3. Maintain well-organized central storage on OneCorps accessible to relevant International Medical Corps employees.

  4. Implement capacity building strategies for continuous improvement of logistics staff’s performance.

  5. Provide technical and administrative guidance to Logistics Desk Unit.

  6. Supervise and provide technical and administrative to Roving Logistics Coordinators ;

    1. Deliver technical oversight and capacity building to country logistics teams;

    2. Audit the effective implementation of country logistics processes and documentation regularly;

    3. Provide specific guidance on improved warehouse management techniques, conduct regular documented warehouse inspections and improvement action plans;

    4. Provide senior logistics staff with gap-filling solutions.

  7. Coordinate roving staff deployment schedules with Regional and Country teams; plan regular audit visits prioritized based on risk management.

  8. Develop and maintain standard Regional Logistics Coordinators tools and procedures; coach, measure deployment results and impact on country logistics deliverables.

  9. Actively develop and disseminate best practices in the field of Pharmaceutical Supply Chain Management focusing on supplier pre-qualification, transportation, improved pharmaceutical warehousing management practice and data management.



C. Supply Chain and Data Management

  1. Participate in the deployment of the Supply Chain Management System across country programs in collaboration with the Global Supply Chain Manager.

  2. Participate in the development of information management systems to capture and consolidate field and HQ logistics data.

  3. Coordinate with the IT department to develop and maintain a global logistics dashboard for country profiling, data analysis, performance indicators and red-flag indicators.

  4. Coordinate the compilation and submission of global and country specific logistics activity reports.


D. Compliance

  1. Demonstrate ongoing commitment to fraud detection, risk reduction, and fraud reporting, ensuring compliance with International Medical Corps’ policies and procedures, donor regulations and local laws.

  2. Ensure that the procurement and disposal of equipment and supplies are in line with applicable licenses and are properly documented.

  3. Ensure that vendor eligibility screening is carried out per required procedures.

  4. Work with Finance and Compliance focal points to assess compliance with internal controls and required logistics documentation. Ensure that risks associated with logistics are evaluated regularly and plans are developed to mitigate any identified.

  5. Review logistics documentation, internal and external audit reports to detect procurement related risks. Work with country teams to implement corrective measures.


G. Coordination and Leadership

  1. Regularly attend and actively participate in Global Logistics Cluster meetings and related coordination mechanisms.

  2. Promote and drive procurement coordination initiatives among NGO counterparts at global and country levels.

  3. Coordinate with the Operations team to support the dissemination of logistics and procurement practices with benefit to project implementation.

  4. Supervise and effectively manage the Head of Desk Unit and Roving Logistics Coordinators.

  5. Make frequent site visits to where supervised staff are working, ensuring that appropriate supervision and support is offered.

  6. Advocate and plan for professional development of supervised, expat and national staff.



Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and level of work assigned and are not necessarily all inclusive.



  • Bachelor’s degree and 3-5 years of relevant work experience or Master’s degree (e.g. Supply Chain, Procurement, Logistics, etc.) plus 1-2 years of relevant experience, or equivalent combination of education and experience required;

  • Proven record as successful Senior Country Logistics Manager. Roving logistics, Headquarters, and auditing/compliance experience required;

  • Evidence of over 5 years of field deployments including emergency response in austere environments;

  • Experience with donor specific procedures (USAID/OFDA, DFID, EU, ECHO, UN required);

  • Prior experience with logistics software solutions (desired);

  • Experience with budget management and the ability to prepare timely, complete and accurate reports;

  • Evidence of the ability to plan for, and conduct training in all areas of logistics for national and international staff;

  • Commitment and demonstrated skills to build national staff capacity in the areas of logistics management, supervision and monitoring;

  • Strong organizational, problem-solving and analytical skills;

  • Strong interpersonal, management and leadership skills;

  • Ability to work in a participatory manner with staff to assess needs, implement and monitor activities;

  • Ability to effectively present information and respond appropriately to questions;

  • Ability to integrate and work well within multiethnic and multicultural teams;

  • Ability to work in harsh, austere and remote conditions and lift, minimum 45 pounds;

  • Strong negotiation skills;

  • Valid driving license;

  • Willingness and ability to travel extensively.
