Essential Job Duties/Scope of Work:

The ongoing humanitarian crisis in the Democratic Republic of Congo (DRC) has reached catastrophic levels with millions facing severe hunger in some parts of the country, the recent outbreak of violence and resulting displacement in Ituri Province is now considered to be the worst humanitarian crisis across the country. There are huge gaps in every humanitarian sector (Health, Nutrition, WASH, NFI, Shelter).

As a result, International Medical Corps has determined there is a critical need for essential health services and will contribute to the reduction of morbidity and mortality of the impacted population in the humanitarian crisis in the DRC by providing basic Primary Health Center services to both adults and children with provisional essential drugs via Medical Mobile Units in the Ituri province in the DRC to those who have been impacted by the Humanitarian Crisis.

In addition to PHC services we will implementing emergency preparedness and response activities via health education and hygiene promotion with CHWs (especially with the risk of cholera) as well as nutrition counseling and education.



Job Summary

Reporting to Team Leader, the purpose of this role is to manage all aspects of Human Resources activities in the field during Emergency Response and ensure compliance with local labor laws and International Medical Corps policies and procedures. Serve as a link between the field and HR functions in the Region and at HQ level to ensure that national and International Staff get required HR support, advice and guidance.

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation. Specifically, you will:

  • Coordinate local recruitment activities and ensure compliance with local labor laws
  • Ensure that locally recruited staff have contracts, which are compliance with local labor laws
  • Implement International Medical Corps Employee Records and Access policy
  • Create orientation-briefing pack and ensure that every new employee receives an induction including briefing on International Medical Corps, projects, job activities and objectives, Code of Conduct and Ethics, and working conditions
  • Work with management team, local employment lawyer and HQ HR colleagues to develop and implement local employee handbook
  • Research, develop and implement the local salary scale for national staff
  • Coordinate orientations and work with managers to properly prepare new staff
  • Create and maintain job descriptions in consultation with HQ Human Resources 
  • Manage the performance appraisal process
  • Work with supervisory staff to coach on management and employee relations issues that arise 
  • Conduct investigations as needed and directed by HQ 
  • Coordinate the selection and training of staff, disciplinary action and termination of staff in consultation with Team Leader, local labor lawyer and HR at HQ 
  • Build capacity of national HR staff to increase their responsibilities in order to build capacity and ensure sustainability of programs
  • Interface with national government and relevant agencies and authorities related to employment/HR issues as necessary 
  • Liaise with International HR to address issues related to expatriate staff time sheets, leave requests and other required documentation is reviewed and sent to HQ timely

To perform this job successfully, an individual must be able to perform each essential duty with satisfactory results. Specifically, the successful candidate must have:


  1. At least Bachelor’s degree in Human Resources and/or in a relevant field of study
  2. Five years’ relevant experience in Human Resources, of which at least one year in developing countries or resource deprived environment or a combination of these.
  3. Supervisory experience and strong capacity building ability
  4. Profound cross-cultural awareness and insight into health care issues
  5. Ability to exercise sound judgment and make decisions independently 
  6. Extremely flexible, and have the ability to cope with stressful situations and frustrations
  7. Ability to relate to and motivate staff effectively
  8. Creativity and the ability to work with limited resources
  9. Team player and strong communication skills, both oral and written
  10. Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint
  11. Proficiency in English and French.
