Essential Job Duties/Scope of Work:
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
The Country Office defines operations as those systems and support functions necessary to implement programs effectively and accountably, inclusive of Supply Chain, ICT, Administration, Safety & Security and Human Resources. The Deputy Director of Operations provides leadership of these efforts to ensure quality program delivery by improving the integration, management and planning of country operations.

Field Office Management and Control
-Develop a decentralized structure more in line with the Program needs. Provide oversight and guidance to Field Coordinators.  This support should focus upon all aspects of field office control and efficiency.
-Work in collaboration with the Security Manager to ensure that field staff are well trained and operating in compliance with the Security Management Plan.
-Develop and maintain a management information system that effectively captures performance data from country and field offices. Work with Finance Coordinator, Director of Programs and Country Director to proactively identify, analyze and respond to trends either through reinforcement or corrective action.
-Participate in the development and/or review of new proposals, operating plans and strategic plans ensuring that the views and needs of field staff are captured and reflected.

Financial Planning and Cost Control
-The Director of Operations has management supervision for the finance and accounting functions, implemented through general controllership, staff management and training, The head of the Finance Department reports to the position.
-The position holder will coordinate the development of the annual operating budget and periodically review it throughout the fiscal year;
-The position holder will provide input to the Country Director on potential areas of concern related to: operations spending; effectiveness of in-country reporting and planning and adherence to financial requirements.
-As requested by the Country Director, he/she will provide input to audit issues and corrective action plans.

Human Resources and Administration Management
-Through collaboration with Program function, ensure that each team is staffed appropriately according to need and funding availability.  Assure staff hiring is executed efficiently and in compliance to national labor law and IMC policy.
-Lead the HR department to implement effective staff training programs, initiatives related to staff retention and nationalization strategies to maximize use of staff capacity and resources.
-Verify that human resources policies and procedures are documented, disseminated and consistently applied. Ensure that compliance monitoring processes are developed and effectively implemented.

Supply Chain & Procurement Management
Verify that country supply chain policies are appropriate, documented, disseminated and required compliance monitoring processes are effective. This should be achieved through the prioritization of ongoing and systematic field monitoring visits.
Work with program staff to ensure procurement planning, identification of operational support needs and transition planning. Assist supply chain staff in working effectively with other units to respond through planning and resource utilization.

Coordination & Representation
Ensure proactive communication within the Regional Structure, Split Support Departments and London office as appropriate.


Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

Ensure application and compliance of security protocols and policies

Qualifications:
  •  Recommended a minimum of seven years’ management experience in an NGO environment, including significant field operations experience running both emergency and development programs
  • Diverse background in operations, with strong understanding of logistics, administration, HR
  • Strong finance background particularly in financial management, budget development and analysis.
  • Ability to analyze information, evaluate risks, mitigation options and to think and plan strategically
  • Experience of working within a complex and matrix organization structure
  • Proven record of the ability and experience to manage large team at a senior level.
  • Substantial experience in logistics, including procurement, supply chain, fleet management & inventory
  • Substantial experience and knowledge in securing grants from major institutional donors
  • Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Strong computer skills including Word, Excel, PowerPoint, and Outlook.
  • Regional experience; knowledge of the context (in experience and expertise) and understating of the culture is essential.
  • Outstanding organizational and problem-solving skills, analytic & pragmatic.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Resourcefulness and creativity essential to work with a wide range of program activities.
  • Ability to cope with stressful situations and work with limited resources.
  • Profound cross-cultural awareness and insight into health care issues
  • Excellent communication skills, both oral and written.
