Essential Job Duties/Scope of Work:
International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. PROGRAM BACKGROUND



The Simulation-Based Capacity Strengthening project enhances the knowledge and coordination skills of staff of US Government agencies and other humanitarian actors for efficient cooperation in international humanitarian operations through the international humanitarian coordination system and with other relevant US agencies. To do so, International Medical Corps designed and implements a training simulation exercise program in which key staff of government agencies play roles taken from the international humanitarian system to coordinate an emergency response.



JOB SUMMARY



The primary function of the Senior Program Manager includes supporting the implementation or program activities inclusive of day to day administration of overall programs.



ESSENTIAL RESPONSIBILITIES




The Senior Project Manager (SPM) will be responsible for the following aspects of the project:


 



  • Management and administrative oversight of the project, including the development of the project work plan, ensuring that the project’s objectives and compliance requirements are met and the budget adhered to.

  • Addressing program-related issues and ensuring that all program activities comply with recognized and established standards.

  • Implementation of all program activities, provision of general program direction, and ensuring the completion and submission of all program deliverables.

  • Working closely with project learning experts to ensure review of and revisions to content of curriculum is managed effectively and efficiently.

  • Working closely with the HRTU Senior Training Officer and subject matter experts to ensure that the development of curriculum materials is carried out on schedule and the content is of high quality.

  • Overseeing and coordinating the review, analysis, and application of technological tools and approaches within the simulation exercise.

  • Coordinating the internal review of materials to ensure that the curriculum materials are reviewed by the right individuals and in a timely fashion.

  • Facilitating communication with the US government training counterparts, making sure there is no overlap in activities and that all program components are completed on time.

  • Overseeing the organization of the simulation exercise and dissemination of materials and surveys.

  • Working with the M&E team to ensure proper information and feedback is captured and reported.

  • Facilitating all the logistical arrangements for program activities, e.g., workshops and domestic meetings and events related to the program. The SPM will lead on the administrative function of the project, including coordination of communications, logistics, and financial functions.

As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values. 





Qualifications:



  • Degree in international affairs or similar (Master’s degree preferred)

  • 5-10 years’ experience managing projects domestically and/or internationally

  • Demonstrated program management skills, in particular experience in managing US Government funded projects

  • Background and experience in training. Familiarity with simulation methodology is an asset.

  • Knowledge of the international humanitarian coordination system, specifically in relation to the cluster approach, humanitarian leadership, and humanitarian funding mechanisms, through previous field and/or HQ exposure

  • Strong interpersonal skills and strong communication skills, both oral and written

  • Proficient in computer applications, especially with MS Word, Excel, and PowerPoint

  • Knowledge of using technology during in-person trainings a plus
