Essential Job Duties/Scope of Work:

International Medical Corps is currently recruiting for a Technical Director for an anticipated USAID Integrated Maternal, Neonatal and Child Health and Family Planning (MNCH/FP) program in Zimbabwe

PROGRAM BACKGROUND

The overall purpose of this activity is improved maternal, youth, and child health and survival in targeted communities and populations. This will be achieved through the following intermediate results:

  • Improved quality of MNCH-FP services
  • Increased use of MNCH-FP services and targeting hard to reach populations
  • Strengthened community systems and linkages to integrated MNCH-FP services.
  • Improved capacity for policy implementation

These intermediate results are expected to be achieved through close collaboration with Zimbabwe’s MOHCC and provincial and district health managers in Manicaland, as well as the Zimbabwe National Family Planning Council (ZNFPC). This activity will incorporate the guiding principles of the CDCS and strategies that seek to strengthen health systems, improve service delivery quality, transform gender relations, and reduce barriers to improved health and health-seeking behaviors.

JOB SUMMARY

The Technical Director will be responsible for management of the element related to maternal, newborn and child health and family planning issues of the project, staffing, work planning and reporting.

ESSENTIAL RESPONSIBILITIES

Leadership

  • Provide overall technical leadership for all programs within this activity;
  • Oversee the work of the senior technical staff.
  • Ensure that the work of each technical area is coordinated at all levels.
  • Provide technical and operational guidance and oversight to all program activities, specifically;
  • Serve as team leader charged with the day-to-day execution of programs; undertake the timely deployment of technical staff to ensure program success and attainment of desired results/indicators.
  • Oversee the production, review, analysis, and evaluation of technical reports including the preparation of technical and programmatic reports to donors, implementation plans, abstracts and manuscripts, etc., and other relevant materials, and facilitate dissemination of good practices;
  • Work closely with the USAID/Project Director/COP to ensure compliance with programmatic targets and deliverables;
  • Coordinate and oversee the collection of data and other M&E processes, in collaboration with the M&E team;
  • Development of capacity building strategies to enhance program quality, coordination, sound monitoring and evaluation;
  • Actively identify and pursue new opportunities and lead program development activities by developing and technically reviewing program and grant proposals;
  • Provide support in facilitating technical collaboration and coordination activities with the Government, Donors and other NGO partners;
  • Attend sector meetings and liaise closely with potential partner organizations, prepare and present high quality technical materials to internal and external audience at seminars, conferences etc. as needed;
  • Provide operational and technical support, as needed, to Programs such as: Nutrition, Water and Sanitation, Primary Health, etc.;
  • Conduct regular technical assessment / assistance visits to the program sites.

Compliance & Ethics:  Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity.

Qualifications:
  • A medical degree with additional post-graduation qualifications (e.g. post graduate degree in public health, obstetrics and gynecology or pediatrics) is strongly preferred.
  • A minimum of 7 years progressively responsible, professional-level experience managing public health and health delivery with emphasis on RH/FP/MCH; clinical skills and experience is required. Experience working in Zimbabwe on health–related activities strongly desired.
  • Understanding of, and sensitivity to, the major issues affecting FP/RH/MCH in all geographical regions of Zimbabwe, with in-depth knowledge of the implementation of FP/RH/MCH programs in Zimbabwe.
  • Demonstrated understanding of programs and organizational aspects of major international donors, organizations, foundations and private sector organizations that support Maternal, Neonatal and Child Health and Family planning.
  • Strong preference will be given to candidates with training skills in Helping Babies Breath, Kangaroo Mother Care, Focused Antenatal Care, iCCM, LAM/SCM and LAPM
