Essential Job Duties/Scope of Work:
The Business Development Officer (BDO) will support IMC’s positioning for and pursuit of donor opportunities, with an emphasis on competitive funding mechanisms. S/he will work with HQ-based staff and field teams to guide prepositioning and capture planning processes for strategic country-specific, regional and global opportunities. S/he will provide technical and budget expertise and leadership to proposal development teams to ensure the highest quality standards, responsiveness and competitiveness. S/he will be an outstanding proposal writer and editor with experience working under pressure to synthesize complex technical information and create a concise, persuasive narrative that responds to the donor’s needs. S/he will contribute to and support internal learning processes. S/he will also spend a significant amount of time in the field, working directly with Country Directors to both prepare for, and respond to, donor solicitations.

Key Component #1 Program Development

  • Team manage and/or write proposals based on the need identified by the Director, New Business, Regional Manager and Country Director;
  • Support the development of new business opportunities that capitalize on IMC’s existing comparative advantage related to the geographic operational areas and programmatic interventions with an emphasis on pre-positioning and building strong partnerships;
  • Support and guide identification of partners and negotiation of IMC’ role on proposal consortia, ensuring a competitive position for IMC that adheres to the agency’s partnership and strategic directions.
  • Work closely with Regional Managers and Regional Program Officers to harmonize IMC’s proposal writing efforts, creating a greater synergy in IMC’s relief to development programming;
  • Engage with members of the technical departments to become familiar with International Medical Corps’ approach and solutions; evaluate proposed solutions to identify weaknesses and suggest areas for improvement as pertinent to donor solicitation and intent;
  • Work with subject matter experts, including country office staff, to translate technical solutions into a clearly articulated, compelling, and compliant proposal document that is well written;
  • Develop proposal content that addresses the requirements outlined in the solicitation, scores well in terms of the evaluation criteria, and incorporates win themes developed by the proposal team;
  • Work with appropriate staff to maintain data on past performance and corporate capacity, in order to provide timely information for proposal submissions.
  • Work with team on effective graphics for inclusion in the proposal.

Key Component #2 - Representation and Communication 

  • Represent International Medical Corps at relevant donor and government meetings;
  • Build relationships with prospective partner agencies, academic institutions and private sector entities.

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation.

  • Master’s Degree in Public Health, International Development or similar educational background and minimum five years of experience, in international program development, management, and implementation in developing countries with preference for experience in Health, and/or nutrition and food security or equivalent combination of education and experience.
  • Experience working on food security and/or global health projects and proposals is highly desired.
  • Exceptional writer with expert command of English grammar and AP style.  NOTE: candidates invited to interview will also be required to submit writing samples.
  • Strong familiarity with US Government and wider donor landscape.
  • Experience with USAID’s Offices of Food for Peace, Bureau of Food Security, Global Health and/or the Center for Disease Control, DFID, GAC preferred.
  • Demonstrated experience leading and producing competitive proposals in programming contexts similar to IMC.
  • Comprehensive familiarity with USAID technical and cost requirements.  Experience with both USAID RFP and RFA funding mechanisms highly desirable.
  • Excellent interpersonal communication and negotiation skills.
  • Demonstrated experience managing people and processes, leading teams to produce deliverables under tight deadlines and at exceptional quality.
  • Proven track record of business development in Private/Not for Profit organizations;
  • Experience in humanitarian and transitional contexts including excellent knowledge of aid architecture of humanitarian and transitional funding mechanisms;
  • Demonstrated creativity, ability to apply innovative thinking, and acute problem solving skills;
  • Fluency in written and spoken English is essential and fluency in French or Arabic is desirable;
  • Strong computer skills and graphic design skills;
  • Ability and willingness to travel extensively (50-75% based on need).
