Essential Job Duties/Scope of Work:

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Background

International Medical Corps is currently implementing approximately 10 programs across five sites in South Sudan. Through nearly 40 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers. Also, IMC is implementing nutrition, sexual and reproductive health, mental health, and GBV and public health interventions in South Sudan.

Job Purpose

The DCD-O will work in close collaboration with the Program Director and the CD to optimize all facets of the IMC-SS program portfolio.  To achieve this, the DCD-O will make frequent support and monitoring visits to all IMC field sites and sub-sites (including deep field locations) in South Sudan.

Main Responsibilities

General Operational Oversight

  • Work closely with the CD and Program Director for planning and follow-through on mission-wide program delivery with a focus on quality program implementation
  • Ensure strong collaboration is developed between operations, programs, and field team counterparts in a spirit of mutual support, encouragement, and cooperation
  • Participate in IMC-SS strategy/proposal development exercises especially as related to operational functions and inputs
  • Ensure fraud/corruption awareness is regularly conducted reviews both at the coordination and field office level
  • Make frequent trips to IMC-SS field sites to support frontline staff and ensure the quality of IMC operations

Finance Oversight

  • Direct supervision of the Finance Director
  • Ensure all financial procedures are compliantly implemented at coordination level
  • Ensure the financial team set up is adequate and propose adjustments as necessary
  • With the CD/FD, ensure proper facilitation of a national staff advancement (nationalization) plan for the Finance department
  • Participate in implementation of a capacity building plan for IMC’s local partner (HLSS)
  • Ensure that deadlines of monthly/quarterly/annual closing are met and that all accounting data is reliable
  • Lead analysis of financial statement with the Finance Director, propose budget amendments, and alert on any funding gaps
  • Supervise budget proposal development and ensure all operational teams are integrated in the process

Logistics Oversight

  • Direct supervision of the Logistics Director
  • Ensure that IMC logistics procedures are properly implemented at coordination and field level. Specific attention will be directed towards procurement and supply-chain procedural oversight
  • Support on development of a capacity building plan for the IMC logistics team and for IMC’s local sub-grant partner organizations
  • Ensure that IMC logistics reporting tools are fully implemented and lead the analysis of reports s with the Logistics Director
  • Facilitate the involvement of the logistics team in proposal development, particularly on finalization of timely of procurement plans
  • Support the Logistics Coordinator on mission-logistics strategy (considering anticipations related to calling up/down), with support of the regional logistics coordinator at HQ level

HR Oversight

  • Directly supervise the HR Manager.
  • Ensure that IMC HR procedures are fully implemented at capital and field level, in compliance with IMC’s codes, guiding frameworks, and national labour laws
  • Work closely with IMC’s legal advisor on legal issues in coordination with the CD, Compliance Manager, and HR Manager
  • Support capacity building of the HR team and ensure proper HR department functionality
  • Work with the HR Manager to ensure ethnic diversity in hiring of local staff across the mission
  • Ensure the mission organogram is reviewed regularly and adjusted as necessary
  • Support the HR Manager in implementing an adequate HR strategy, improving induction, capacity building, and retention of mission staff
  • Support the HR Manager in establishing recruitment processes that lead to improved gender balance in the mission

Field Site Management Oversight

  • Directly supervise all IMC-SS Field Site Managers (in Juba, Malakal/Aburoc, Maban, Nyal, Wau)
  • Make frequent trips to all IMC field sites (including deep field locations) to ensure proper management of IMC’s field project
  • Support FSMs on proper updating/submittal of all project and budget monitoring related tools
  • Convey and manage issues related to field site management through daily interactions with FSMs
  • With the FSMs monitor and respond to security-related issues at field site level

Agency Representation

  • Attend meetings with donors, UN agencies, government ministries, and other stakeholders on behalf of the organization as needed
  • Develop and nurture contacts within the donor community, government, UN agencies, and other NGOs
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the IMC Code of Conduct and institutional ethics and values in relation to internal and external actors

Security

  • Ensure compliance with mission-wide security protocols and policies.

Qualifications:
  •  Advanced degree (Master’s preferred) in Public Health, international crisis response or development, and/or in a relevant field of study.

Experience

  • Five years of experience working in an operations-related capacity in international crisis response or development, or related field
  • Experience working in complex emergency settings preferred
  • IMC operational experience preferred

Competency

  • Ability to remain positive and professional under stressful working conditions.
  • Ability to endure the constraints of hardship conditions in both a developing urban context and low resource remote field site locations.
