Essential Job Duties/Scope of Work:

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through
health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.


As of January 2016, the IMC is leading a Consortium in implementation of Gaza 2020: Health Matters, a five-year USAID-funded project, designed to promote Gaza’s recovery efforts in the health sector through a holistic approach to sustainable development. It is the first program of its kind to focus on strengthening the non-governmental (NGO) and community-based (CBO) health sector partners and increase access to services in emergency preparedness and response, primary health care (PHC) and secondary health care (SHC), and by doing that contribute to building the resilience of the health sector in Gaza. The program is implemented in collaboration with consortium partners and NGOs/CBOs in Gaza.

PROGRAM DIRECTOR will support the Chief of Party in the planning, design, implementation, supervision, expansion/development and administration of overall country programs. His/ Her role is to ensure that the strategic directions, project benchmarks, accountability and internal control standards are established and exercised; results oriented directions, targets, deliverables and standards are communicated and agreed with the senior management team, the respective project teams and in consultation with external partners and stakeholders. The position is based in the Gaza Strip.


1. Program Management

  • Work closely with and provide operational support to the IMC Technical Specialists and their teams responsible for Emergency Preparedness and Response, Primary Health Care and Secondary Health Care, respectively Oversee activity implementation, ensuring activities are consistent with the proposal, established best practices and accepted protocols, policies and guidelines
  • Work with the M&E Manager to ensure the collection and timely reporting of data and statistics according to internal and donor requirements (such as the PMP)
  • Coordinate implementation of the workplan and ensure cohesion across Project Components (IRs), and ensure close coordination between departments during the implementation of programs is established and maintained. Line manage program staff within IMC – including capacity building, objective setting etc…
  • Provide regular program updates to IMC Headquarters staff.


2. Program Quality

  • Work closely with the Chief of Party, senior management and field teams to determine the operational needs of the program within the scope of the grant
  • Ensure that program quality meets minimum international (e.g. Sphere) and internal IMC standards
  • Review monthly field reports and ensure appropriate follow up and decision making on data relevant to the program
  • Ensure that project elements are conceptualized and the team members and consultants understand their roles and responsibilities
  • Ensure that all documentation related to the program is properly maintained and systematically filed in accordance to all standards related to IMC as well as USAID as a donor
  • Ensure that technical deliverables and monitoring and evaluations plan are designed, agreed, and match the project requirements and ensure that all the project information and benchmarks are achieved;
  • Ensure that technical gaps in implementing partners capacities are identified and flagged to the Technical Unit at HQ level for joint action plans to be agreed upon to build technical capacity
  • Visits to field sites as needed, for monitoring purposes
  • Analyze data gathered and propose alternative strategies of program implementation



3. Partner Engagement and Coordination


  • Work closely with the program team and coordinate engagement with all project related networks
  • Maintain regular communication and ensure information flow within the Consortium, emergency preparedness networks and any workgroups required during the Implementation of the program
  • Regularly coordinate with consortium partners to ensure timely updates to work plans, discuss and find solutions to any challenges faced during implementation
  • Work with IMC staff and consortium partners to ensure technical capacity building occurs in a timely and integrated manner within the scope of the grant
  • Work with IMC staff and consortium partners to ensure timely and adequate provision of medical commodities and other supplies based on program requirements
  • Ensure that partners implement a project cycle approach to programme design and implementation
  • Ensure cohesion among Consortium Partners and Implementing Partners projects towards the overall project goals and approach


4. Representation

  • Attend relevant coordination meetings which are relevant to country programs
  • Represent the organization at relevant task force meetings, assessment missions, intra-agency meetings, sector meetings, UN coordination meetings, INGO coordination meetings, etc. as appropriate
  • Ensure maximum visibility of the agency amongst the NGO community (within security restrictions)
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors


5. Staff Capacity Building


  • Lead/ contribute to the selection and training of qualified program staff; recommend promotions, disciplinary action and termination of staff in consultation with the Chief of Party and Finance/ Admin Director
  • Advocate and plan for professional development for expat and national staff in order to build capacity and ensure sustainability of programs
  • Provide day to day leadership in programmatic and fiscal operations, ensure performance evaluation of direct reports; maintain open lines of communications
  • Ensure compliance to local labor laws including working hours


6. Compliance


  • Liaise closely with donor and partner agencies to ensure program compliance with donor policies, regulations and complementary with other agencies' efforts
  • Work with relevant staff of the Compliance department to ensure that all required approvals are secured as per guidelines, and designed interventions take into account process related regulations and obligations stipulated in the project related documents


7. Security


  • Contribute to decision making related to security of staff in coordinating with the Senior Management and engagement of security focal point
  • Ensure application and compliance of security protocols and policies 


The duties and responsibilities listed above are representative of the nature and level of work assigned and are not necessarily all inclusive.

Compliance & Ethics:  Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values. 
  • Minimum of a Master’s level degree in management or related field; health, protection or social service background is a plus
  • Minimum of eight (8) years’ experience implementing and managing donor-funded projects internationally at a managerial level relating to primary/secondary health care and emergency preparedness and response
  • Experience of implementing USAID-funded programs, solid understanding of donor guidelines and policies
  • Excellent communications skills, both oral and written
  • Demonstrated experience in leadership roles, promoting strategic planning, and budget management
  • Demonstrated ability to work with multiple partners on collaborative projects, to create and maintain effective working relations with senior government personnel, NGO partners, host country governments, multinational corporations, donors, and international organizations
  • Profound cross-cultural awareness, and ability to relate to and motivate local staff effectively
  • Ability to exercise sound judgment and make decisions independently
  • Extremely flexible, with the ability to cope with stressful situations and frustrations
  • Ability to relate to and motivate staff effectively
