Essential Job Duties/Scope of Work:

JOB SUMMARY: The Finance Director directly oversees all financial, accounting and administrative activities including human resources administration and all finance administrative activities and reporting in the country offices.

ESSENTIAL DUTIES AND RESPONSBILITIES:

  1. Accounting and FinanceManagement
  • Ensure compliance with the organization and donor regulations and procedures; establishing finance and supporting function policies, systems and procedures, and directing or performingtheir development, documentation, andimplementation
  • Supervise and ensure that the day-to-day accounting operations and financial management functions in field offices are performed in accordance with internal policy andprocedures
  • Review and account for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control overpayments
  • Suggests formats for financial reporting to aid financial statement users to better understandthe contents of the reports for decision-making and strategic planningpurposes
  • Ensures the maintenance of accurate records of financial transactions of the country office (main and field offices) in order to monitor financial status of all projectactivities
  • Manages the finance department of the country office to meet the financial reporting requirements of in-country management and Headquarters; This function includes ensuring that all financial reports are submitted on or before the deadlines set and contain relevant information for all theusers of the financialreports
  • Directs the preparation of all financial reports for external purposes in respect to accounting, legal and contractual requirements
  • Maintains the organizations system of accounts ensuring all accounting data areupdated, reconciled and fullysupported
  • Present & facilitate review of actual to budget expenditures with Country Director and Site Managers
  • Supervise the human resource and administrative functions in field offices to ensure their smooth and effectiveoperations
  • Supervise the oversight of staff personnel files inclusive of contracts, leave records and other paperwork required for employment in localcontext
  • Ensure compliance to local labor laws including contracts, compensation packages and working hours
  • Oversee training of finance staff and provide technical support to country program andlogistics
  • Supervise or preparebudgets
  • Provide recommendations for budget realignments asrequired
  • Make frequent visits to field offices provide training to finance staff on internal procedures and requirements

     

    1. Human ResourcesManagement

  • Oversee the recruitment and selection of qualified program field staff, recommend promotions, disciplinary action and termination of staff in consultation withsupervisors
  • Maintain frequent communication with Regional Finance Coordinator to ensure financeactivities and objectives arecommunicated
  • Work with Country Director and Logistics staff to ensure the coordination of programs arewithin budgetedtargets
  • Serve as the principal liaison with donors on matters related to the program to ensure financial and programmatic accountability todonors
  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International MedicalCorps

  • Collaborate with security officer/CD to maintain security of staff in the fieldlocations
  • Make frequent site visits to facilities to ensure that appropriate care and training arebeing

    conducted and to offer support to field staff • Maintain open lines of communications with all field staff

     

    1. Training/ CapacityBuilding
  • Determine training needs for finance and human resourcesstaff
  • Ensures financial considerations are planned for and implemented as required at each securitylevel
  • Ensures application and compliance of security protocols andpolicies
  • Sends copies of key internal documents to HQ forback-up
  • Facilitates emergency and non-emergency securityexpenditures

     

    1. Prevention of Sexual Exploitation andAbuse
  • Train senior national staff to increase their responsibilities in order to build capacity andensure sustainability ofprograms
  • Advocate and plan for professional development for expat and nationalstaff

     

    1. WorkingRelationships
  • Attend coordination meetings which are relevant to countryactivities
  • Interface with national government and relevant agencies to ensure compliance withvarying government regulations

     

    1. Representation
  • Establish and update contact details of potential donorsin-country
  • Participate in donor meetings and communicate relevant information toHQ
  • Work with key donor Staff to develop and maintain optimum financial and programmatic relationship
  • Ensure maximum visibility of the agency amongst the NGOcommunity
  • Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitiveinformation.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and externalactors

     

    1. Security

Compliance & Ethics: Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of

International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.

Qualifications:

SKILLS AND REQUIREMENTS:

  • Minimum of a college or university degree in Accounting or BusinessAdministration; preferably a Master’sdegree.
  • Minimum 3-5 years managerial experience in a non-profit organization or equivalent experience, training andeducation
  • Extensive experience in the administrative and financial management of overseas programsat the management level
  • Extensive experience in working with computerized accounting systems, preferablyACCPAC
  • Comprehensive knowledge and working experience with USAID, World Bank, EU, DfID and otherdonors
  • Experience in developing and managing procurement and logistical procedures andpolicies
  • Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitativemethods)
  • Strong writing and presentationskills
  • Proven capabilities in leadershiprequired
  • Strong negotiation, interpersonal and organizationskills
