Program Background
When catastrophe hits, International Medical Corps is often one of the first humanitarian aid organizations on the scene—providing rapid and effective aid that saves lives, reduces suffering, and promotes self-reliance.

International Medical Corps has established an International Emergency Roster to ensure that emergency positions are filled in a timely manner with professionally qualified, gender balanced, geographically diverse, linguistically able, and a highly motivated corps of professionals. The team includes coordinators, logisticians, doctors and water and sanitation experts. It also includes specialists who focus on protection, prevention of sexual violence and aid for rape survivors and mental health.

Selected Emergency Response Team (ERT) members are always on standby to deploy to a crisis within 72 hours, whether they are launching into new areas or lending support to International Medical Corps teams already on the ground. International Medical Corps maintains a roster of volunteers, staff and available specialists who have been interviewed and have completed pre-deployment paperwork, orientation and training. The roster is updated on regular basis as new responders are identified and members update their areas of expertise and other relevant information. Through this expression of interest, applicants are encouraged to submit their profiles so that their information is readily available in the International Medical Corps applicant tracking system.

Job Summary
**NOTE** Candidates applying to this position are indicating that they are interested in being considered for the International Medical Corps standby roster for emergency response. Roster members will only be contacted when there is an emergency response need for which the responder is qualified for. This position will not be compensated unless responders are deployed to an emergency response.

The Emergency Monitoring and Evaluation (M&E) Manager, under the guidance of the M&E Coordinator will be responsible for managing the implementation effective monitoring systems to collect basic information about activities in the initial phase of emergency response. As the response continues, the M&E Manager will be responsible for assisting in the establishment of sustainable monitoring and evaluation systems in coordination with local government, relevant government UN agencies including the analysis, interpretation and communication of information in a way that promotes informed decision-making for on-going and future programmatic activity.

Essential Duties & Responsibilities:

  • Coordinate with team members including M&E Coordinator, technical staff , and/or site managers to ensure adherence to qualitative and quantitative information reporting;
  • Assist in the design and implementation of data collection mechanisms and tools in line with donor requirements;
  • Coordinate with M&E Officer and/or M&E Coordinator on training technical staff on the use of M&E tools and systems;
  • Manage the response database and respective cross-cutting sector data to ensure high quality inputs and outputs;
  • Train on and manage program monitoring tools such as indicator performance and program performance tools;
  • Adapt tools supported by International Medical Corps on quality assurance and accountability for integration into program monitoring and implementation;
  • Conduct routine field monitoring activities and maintain beneficiary feedback mechanisms for program decision making.

Prevention of Sexual Exploitation and Abuse
Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Compliance & Ethics:  Promotes and encourages a culture of compliance and ethics throughout International Medical Corps. As applicable to the position, maintains a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity. 

  • Masters level or higher degree in epidemiology, public health, social sciences, health information management, biostatistics or a related discipline;
  • At least three years of applied experience with a humanitarian organization designing, implementing and overseeing monitoring and evaluation tasks, preferably in health, mental health and psychosocial support services, protection, GBV, WASH, nutrition sectors, or equivalent combination of education and experience;
  • Experience with M&E approaches for key donors such as OFDA, ECHO, EU, DfID, and UN;
  • Strong understanding and implementing of participatory monitoring, evaluation, accountability systems, learning and needs assessments;
  • Strong ability to lead data collection trainings, coaching, and support for national staff;
  • Experience designing databases other tools for information management;
  • Competent in MS Excel, word processing, Power Point and experience using statistical packages such as SPSS, EPI-Info, STATA, etc.;
  • Ability to effectively communicate technical material to both expert and lay audiences in English;
  • Excellent written and verbal communication skills in English required, working knowledge of French, Spanish or Arabic skills desirable;
  • Must be able to demonstrate cross-cultural awareness and maintain a positive working relationship with clients and colleagues with professionalism and integrity;
  • Demonstrated skills in creative problem solving particularly in limited resource settings;
  • Experience in managing, training and motivating multiethnic and multicultural teams.
