Essential Job Duties/Scope of Work:

International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Background to the Assignment:

International Medical Corps is assessing the market of medical commodities in Venezuela and wants to:

  • Assess the possibility to establish a procurement capacity for medical commodities including supplies/equipment and pharmaceuticals. The consultant would identify and register vendors, prepare administrative prequalification files, collect stock availability and price data.
  • Assess further importation of medical commodities. The consultant would assess importation options and develop Standard Operating Procedures (SOPs) for each of the importation mode, test those.
  • Assess sub-contracted Third Party Logistics (3PL) supply chain opportunities. The consultant would register vendors, conduct RFQ and prepare contracting arrangements.

Scope of the Assignment

Assess Procurement capacity for Medical commodities.

  • Manage business linkages with companies identified; register companies (paper/system incl. BI check)
  • Collect item range, stock availability and price list from potential vendors (market survey)
  • Recommend suitable companies based on item/price/stock for Request for Quotation (RFQ)
  • Coordinate with GPSU to collect list of documentation for prequalification;
  • Organize in-country team for prequalification visit (team composition will be agreed with the Global Pharmaceutical Services Unit (GPSU) based on staff availability and additional staff may be secured to complete this)

Assess Importation of medical commodities:

  • Assess from identified medical commodities distributers possible importation opportunities.
  • Survey NGO and business environment to identify potential new importation opportunities.
  • Participate to meetings with identified (and new) companies.
  • Register companies (incl. Bridger Insight (BI) check)
  • SOP importation process and submit for validation (incl. to Legal)

Contract with 3PL

  • Register 3PL identified
  • Survey additional 3PLs
  • Prepare Scope of Work (SOW) based on Request for Information (RFI) results.
  • Launch RFQ, analyse offers and prepare contract

Other as tasked by the supervisor

  • Attend logistics cluster meetings, liaise with other NGO representative and share notes following each meeting, additional tasks may be assigned by the supervisor

Qualifications:
 
  • BA or Master in Supply Chain Management,Procurement or equivalent experience

Experience

  • Medical commodity management, procurement, Importation
  • Knowledge of Venezuela market
  • Experience with NGOs

Language
