Essential Job Duties/Scope of Work:

International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.



International Medical Corps is currently implementing approximately 10 programs across nine sites in South Sudan.  Through nearly 16 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers. Also, IMC is implementing nutrition, sexual and reproductive health, mental health, and GBV and public health interventions in South Sudan.

IMC South Sudan is implementing an Integrated Health and Nutrition Services in Doro, Gendrassa and Kaya Refugee Camps, in Maban County Upper Nile State. The project is funded by UNHCR and Bureau of Population Refugees and Migration (BPRM). The grant supports interventions of compressive and integrated primary health care services (PHC) including sexual and reproductive health,  HIV/AIDS and TB, nutrition, non-communicable diseases, mental health and psychosocial support services and robust community based disease prevention and health promotion activities targeting mainly refugees and adjacent host community residing around the three camps. The project end date will be June 2019 with possibilities of receiving new funding.

Job Purpose

The Health Manager is primarily responsible for the design, implementation and management of the emergency health interventions / programs. He/she will work in collaboration with the senior management team and health and nutrition teams in the field. The Health manager will be based in Bunji, Maban County and will be responsible for the technical management of International Medical Corps’ health program in the Kaya, Gendrassa and Doro refugee camps to ensure the highest standards of service delivery and to ensure programs are in line with internationally accepted standards, relevant South Sudan Ministry of Health standards and IMC’s minimum standards.

He/she will supervise the implementation of International Medical Corps health program in the field. Guided by the Medical Director, the Health Manager will ensure timely execution of health program activities based on assessed and verified needs.  He/she will also supervise a health team of national staff and community volunteers and provide support in their capacity needs assessment and strengthening. He/she will contribute in developing and implementing health management information system (HMIS) to monitor the progress and incorporate lessons within the health program. He/she will help organize regular review meetings to assess progress, issues and undertake steps for further improvement at field level.


Main Responsibilities

  • Manage, coordinate and report all aspects of International Medical Corps’ Health Programs in Kaya, Doro and Gendrassa refugee camps and surrounding host community areas. 

  • Oversee the overall planning, implementation, and monitoring of Primary Health Care, Mental Health Care, HIV/AIDS/TB and Reproductive Health Care programs. 

  • Assure high quality standards in the project by implementing and adhering to national and IMC minimum standards

  • Prepare and contribute to project proposals for new funding opportunities, develop a detailed implementation and monitoring plan, and adapt program(s) to changing contexts as needed.

  • Work closely with the Site Manager, the Program/Project Team at the site level to determine the operational needs of the health programs within the scope of UNHCR and PRM grants.

  • Review and provide input for daily, weekly and monthly field reports in order to analyze trends and adjust the programs as needed and meet internal and donor requirements.

  • Work with local government authorities, Commission for Refugee Affairs and UN agencies (UNHCR, UNICEF, WHO, UNFPA) and partner agencies to acquire both medical and non-medical supplies and technical support for health programs.

  • Work with finance, logistics, HR/admin and security to ensure smooth implementation of project activities.

  • Evaluating progress through outputs and impacts using both quantitative and qualitative data, and involving the health team.

  • Participate or represent IMC in health cluster meeting (at duty station)

  • Provide overall management support to the health team, support in recruitment of the national staff at field level, evaluating staff and providing programmatic directions to the team. 

  • Develop weekly and monthly work plans that are practical, that will guide the team to effectively deliver services to the affected population, as well monitor the progress of all set project results, verse targets set. 

  • Document all processes and outputs of capacity building, coordination and management of activities to ensure experiences and lessons are well documented for future reference 

  • Work with health team on developing and conducting surveys and evaluations as needed. This could include knowledge, attitudes, practices, and other surveys. 

  • Work closely with M&E team by providing weekly and monthly progress updates. S/he will also submit quarterly, mid-term and final technical reports as may be required by the project documents and in a timely manner.

  • Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps. Work with finance, logistics, HR/admin and security to ensure smooth implementation of project activities.

  • Minimum of 8 years’ experience preferably in refugee support, emergency response, and post-disaster and post conflict work experience, or an equivalent combination of education and experience;
  • Medical Degree (MD) and Master’s in Public Health is a plus or Bachelor’s degree in health, and 3 + years of relevant work / public health experience (minimum 2 years in developing country).


    • Ability to write clear and concise proposals and reports and to meet required reporting deadlines; Extremely flexible, the ability to work in basic living conditions and under administrative and programmatic pressures, and the ability to cope with stressful situations;

    • Ability to relate to and motivate local staff effectively

    • Excellent oral and written communication; good computer skills, strong writing skills (in English) with satisfactory organizational skills.

    • Ability to assume non-medical responsibilities from time to time to cover for other team members; Skills and knowledge in program sustainability and capacity building as well as project monitoring and evaluation (both quantitative and qualitative methods).
