Essential Job Duties/Scope of Work:

By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.


International Medical Corps offers comprehensive primary and secondary health care in emergency program sites including Juba, Malakal, Maban, and Wau in South Sudan. Currently, International Medical Corps supports 2 Hospital and 35 primary health care facilities. The organization is composed of over 750 national staff and 49 expatriates. In addition to comprehensive primary and secondary health care, International Medical Corps also implements multiple complementary programs including mental health, reproductive and sexual health, GBV prevention and response, and health outreach activities. International Medical Corps also supports three midwifery and nursing colleges in South Sudan in Juba, Kajo Keji and Wau. Further, International Medical Corps has a wide-reaching comprehensive health program that covers Juba PoC, Malakal, Maban, Wau and Nyal. Specific programs being run include:

  • Emergency health, nutrition and mental health assistance for conflict affected and displaced populations in South Sudan.
  • Integrated maternal and child health, mental health and psychosocial support and nutrition support to refugee populations in South Sudan.
  • Provision of Primary Health and Nutrition Services for Refugees in Gendrassa and Kaya Camps

Job Purpose

The surgeon will be overseeing the management of the heath care facilities and supervising the clinical and reproductive health staff. The selected candidate must have strong general surgical skills including emergency obstetric surgical skills. The medical doctor/surgeon will ensure use of protocols related to IMC health interventions and oversee the management of chronic diseases, clinical management of SGBV cases and the management of RH services including obstetric cases with complications. The medical doctor/surgeon will review cases and decide on referrals and will ensure a proper reporting system is in place with good surveillance of common diseases and integrating the HIS system.

He/she reports to the Site Manager and the Medical Director and works closely with the other health care and support staff.

Main Responsibilities

Program Implementation, Oversight & M&E

  • Jointly with Emergency Health Manager, plan implementation strategy and provide oversight of RH services in the Hospital or POCs. Assist with set-up of RH services including HIV/AIDS and PMTCT, layout, supply, guidelines and procedures.
  • Ensure proper implementation of comprehensive primary health care in the clinic with protocol and procedure in place.
  • Apply medical knowledge and skills to diagnosis, treatment and prevention (helped by clinical examination and available laboratory services) and ensure patient follow-up.
  • Ensure and organize medical activities at the clinic for patients and/or population that are culturally sensitive and that are in accordance with MoH protocols and guidelines, and with the universal hygiene standards taking into consideration quality and continuity of care.
  • Ensure and participate in a 24-hour health service delivery system at the health facility.
  • Perform basic emergency surgical interventions mainly caesarean section, appendicectomy, trauma related surgeries and other general emergency surgeries as and when needed.
  • Monitor the medical activities by ensuring data collection, compilation and entry into the IMC health information systems, and contribute to the analysis and reporting of the data to inform future programming.
  • Monitor closely morbidity and mortality trends together with all the other health indicators.
  • Provide technical support to staff on the clinical management of SGBV cases and ensure proper communication and coordination with the different stakeholders involved in SGBV activities.
  • Ensure that proposed emergency RH interventions are guided by the MISP (Minimum Initial Service Package for RH in Crisis Situations), including the following services/activities: Facility deliveries, Emergency Obstetric Care (EMOC) or referrals for EMOC, Early neonatal care, Family Planning, Post-Abortion Care, Screening of blood donors and safe blood transfusions, Clinical Care for Survivors of Sexual Assault (CCSAS), antenatal and post-natal care service.
  • Conduct trainings to create capacity for MVA and long term family planning service provision in the Hospital
  • Promoting a culture of learning whereby lessons-learned and good practices are documented and shared for institutional memory.
  • Continuously assess health needs and suggesting new projects to address identified unmet needs.

Staff Management 

  • Supervise the medical staff to ensure that work is done properly and efficiently.
  • Routinely monitor the health staff performance according to their job description and set objectives.
  • Evaluation and appraisal of national health staff through the IMC performance management.
  • Provide technical oversight and training to primary health care and reproductive health staff, with an emphasis on national staff capacity building.
  • Develop ongoing medical / health education plans for health staff as well as identifying their training needs and setting up a development plan to address the needs

Coordination and Representation

  • Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IMC sectors to enhance cooperation and coordination;
  • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.
  • Represent IMC in coordination mechanisms and meetings with other agencies, including the Ministry of Health, WHO and other UN agencies, non-governmental organizations, or donors. Advocate with and/or advise peer agencies, local government, and other stakeholders to influence responses to promote delivery of inclusive and high quality reproductive health response services


  • Ensure compliance with mission-wide security protocols and policies.

  • Surgeon with strong general surgical and obstetric skills. The candidate also must have clinical reproductive health and maternal/ child health background.


  • Two years’ experience in coordinating, implementing and managing clinical and reproductive health programs in emergency contexts and/or refugee or IDP settings.
  • At least 2 years clinical and surgical experience in a busy and low resource hospital.
  • Experience in technically supervising clinical and reproductive health staff in a complex setting.
  • Proven experience in training low and mid-level health professionals.
  • Thorough understanding of gender-based violence response protocols and service provision.
  • Experience and ability to validate and interpret health data.


  • Work experiences in South Sudan in remote and low resource health facilities or regional experiences,
  • High level of communication and public relations skills.
  • Demonstrated ability to support and build staff capacity.
  • Ability to work independently and as a collaborative team member.
  • Fluency in English; oral and written communication skills.
  • Ability to live in a high security environment.
