International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

BACKGROUND

In the wake of multiple hurricanes hitting the U.S. and Caribbean, International Medical Corps is responding with assistance to the affected healthcare systems. Recognized internationally for its knowledge and experience delivering healthcare in disaster settings, International Medical Corps is focused on building community resiliency “the capacity to absorb shock, to recover quickly, and to learn from catastrophic events so that our communities are better prepared and strengthened against damage from future events” as a cornerstone if it’s Domestic response and recovery programming. 

International Medical Corps maintains an Emergency Response Roster, which is comprised of experienced personnel available for short-term emergency employment. Emergency Response Roster members are generally deployed after an initial rapid assessment is conducted by International Medical Corps staff, but on occasion we may ask Roster members to deploy immediately. 

Selected candidates will be required to complete online training on International Medical Corps response principles and processes, and a series of short online trainings on general safety and security and other topics or will be required to demonstrate they have completed same or similar trainings. Periodic trainings will be offered to all candidates on relevant topics.

After requirements are met, candidates are able to receive and respond to mission assignments from International Medical Corps. Deployments typically last 2 weeks to 6 months. Enrollment on the roster is not a guarantee of deployment. Candidates are not compensated for time spent on trainings or other Emergency Response requirements. Competitive deployment compensation will be offered based on the candidate’s skills and experience.

In addition to emergency response deployments, rostered volunteers have the opportunity to deploy as Subject Matter Expert (SME) trainers in support of ongoing International Medical Corps programs. Roster members may submit relevant licenses or experience documentation to gain qualification in available SME focus areas.

JOB PURPOSE

The Emergency Cadre Response Management Officer will support International Medical Corps' emergency response operations during times of disaster. The Response Management Officer is responsible for timely and high-quality disaster response program implementation and support for assigned emergency response operational activities. The Response Management Officer works in close coordination with Program, Finance, Human Resources, Resource Development and Logistics staff, as well as technical staff, to ensure that programmatic and operational standards and mission objectives are achieved. This position is a voluntary, as needed and will require travel domestically and internationally.

The Response Management Officers may assist the Domestic Training and Exercise Division in the implementation of education activities for preparedness, response and recovery projects. Projects implemented by the unit are designed to strengthen the capacity of local communities to respond to health and medical disasters. Response Management Officers can qualify to serve as a subject matter expert on training content as defined below in the “Instructor Endorsements” section of this announcement.

MAIN RESPONSIBILITIES

Program Finance, Logistics and Administration

• Participate in needs assessments and data collection and analysis, with specific focus on health sector, to support humanitarian program design
• Work as lead or member of emergency response teams, which will include medical professionals and technical experts
• Set up and manage field operations
• Facilitate effective implementation of health programs, which may include the delivery/distribution of medical supplies and supply chain management, surge support to partner health facilities, medical teams, rehabilitations and restoration of health facilities and mental health and psychosocial support services
• Develop action plans and workflows to enable smooth operations between team members based on emergency assessments and objectives
• Oversee and manage the emergency response project and liaise with local counterparts to ensure a successful operation
• Directs quality assurance and improvement within the International Medical Corps Emergency Response Team
• Manage payments, expenditures, and balances relevant to emergency response project operations
• Coordinate cash flow requests and maintain accounting records for all day-to-day transactions
• Manage procurement and logistic related contracts and agreements, following Americares procurement guidelines, and assist with proposals 

Representation

• Represent International Medical Corps at all relevant coordination meetings at international, national, state, and local levels as appropriate.
• Create and maintain smooth relations and open collaboration with Government and local stakeholders and serve as the domestic programs resource person
• Act as technical advisor for staff living/working on the field site

Reporting

• Work with the M&E team to implement and evaluate data quality assurance measures and ensure appropriate follow up.
• Prepare and provide regular monthly progress reports in coordination with the M&E Officer

• Collect and edit content in the form of photos and videos, as well as reviewing ad hoc content sent from other staff members
• Work with Team Leads and other relevant team members to ensure that donor and grant regulations are being followed and adjust as necessary
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.
• Ensure application and compliance of security protocols and policies; serve as security focal point in the field sites
• Identify programmatic gaps, issues, risks and opportunities, develop solutions and support concept note/proposal development
• Participate in after-action reviews and incorporate recommended improvements

• Bachelor's or Advanced degree in a subject appropriate for the relevant position

EXPERIENCE

• Experience working in the field, particularly in a health care or emergency response context
• Proficiency in English required, proficiency in a second language (especially Spanish, French, or Arabic) an advantage
• Must be available to deploy within 24-72 hours
• Ability to effectively utilize the limited resources available and adapt to the changing needs of the project
• Employ independent decision making while also providing support to team members
• Works well under pressure and in stressful situations
• Extremely organized, flexible, and excellent communication skills

Instructor Endorsements

To qualify for any of the endorsements below roster members must demonstrate a minimum of three years of professional experience for lead positions and one year of experience for assistant positions in emergency management, public health, medical care, or a related field and demonstrate valid licenses or certifications as relevant.
