Essential Job Duties/Scope of Work:

Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.


International Medical Corps is currently supported the government of South Sudan trough MOH to improve the health status of South Sudanese by  implementing approximately 10 programs across nine sites in South Sudan. 

Through nearly 16 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery to reduce the morbidity and mortality among vulnerable people including refugees, IDPs and host communities.

To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers and support the running of 3 Health Science Institutes for midwifery and nursing in Juba, Wau and Kajo Keji areas.

Also, IMC is implementing nutrition, sexual and reproductive health, mental health, and GBV and public health interventions in South Sudan.

Job Purpose

The Volunteer Medical Doctor with surgical skill will be overseeing the management of the heath care facilities and supervising the clinical and reproductive health staff. They will integrate protocols related to IMC and oversee the management of chronic diseases and clinical management of SGBV cases, the management of RH services including obstetric cases with complications.

The Medical Doctor with surgical skill will review cases and decide on referrals and will ensure a proper reporting system is in place with good surveillance of common diseases and integrating the HIS system.

Additionally, the Volunteer Medical Doctor with surgical skills be asked to conduct Caesarean sections, when needed, appendectomies and other emergency cases. They will report to the Project Manager and the Medical Director and work closely with the other health actors

Main Responsibilities

Program Implementation, Oversight & M&E

  • Jointly with the Medical Coordinator, plan implementation strategy and provide oversight of RH services in the health facility including PHCC and hospital within the POCs or town. Assist with set-up of RH services including HIV/AIDS and PMTCT, layout, supply, guidelines and procedures.
  • Ensure proper implementation of comprehensive primary health care in the clinic with protocol and procedure in place.
  • Apply medical knowledge and skills to diagnosis, treatment and prevention (helped by clinical examination and available laboratory services) and ensure patient follow-up.
  • Ensure and organize medical activities at the clinic for patients and/or population that are culturally sensitive and that are in accordance with MoH protocols and guidelines, and with the universal hygiene standards taking into consideration quality and continuity of care.
  • Ensure and participate in a 24-hour health service delivery system at the health facility.
  • Conduct basic emergency surgical interventions mainly Caesarean sections and appendicectomies when needed
  • Monitor the medical activities by ensuring data collection, compilation and entry into the IMC health information systems, and contribute to the analysis and reporting of the data to inform future programming.
  • Monitor closely morbidity and mortality trends together with all the other health indicators.
  • Provide technical support to staff on the clinical management of SGBV cases and ensure proper communication and coordination with the different stakeholders involved in SGBV activities.
  • Ensure that proposed emergency RH interventions are guided by the MISP (Minimum Initial Service Package for RH in Crisis Situations), including the following services/activities: Facility deliveries, Emergency Obstetric Care (EMOC) or referrals for EMOC, Early neonatal care, Family Planning, Post-Abortion Care, Screening of blood donors and safe blood transfusions, Clinical Care for Survivors of Sexual Assault (CCSAS), antenatal and post-natal care service.
  • Conduct trainings to create capacity for MVA and long term family planning service provision in the Hospital.
  • Promoting a culture of learning whereby lessons-learned and good practices are documented and shared for institutional memory.
  • Provide training periodically and on-job training that will ensure quality RH support services for the benefit of other medical staff.
  • Participate in compiling, analyzing and submitting reports.
  • Actively promote prevention of Sexual Exploitation and Abuse (PSEA).
  • Perform other duties as may be required by the supervisor, as the duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive.

Staff Management 

  • Supervise the medical staff to ensure that work is done properly and efficiently.
  • Routinely monitor the health staff performance according to their job description and set objectives.
  • Evaluation and appraisal of national health staff through the IMC Performance Management.
  • Provide technical oversight and training to primary health care and reproductive health staff, with an emphasis on national staff capacity building.
  • Develop ongoing medical/health education plans for health staff as well as identifying their training needs and setting up a development plan to address the needs.

Coordination and Representation

  • Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IMC sectors to enhance cooperation and coordination;
  • Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.
  • Represent IMC in coordination mechanisms and meetings with other agencies, including the Ministry of Health, WHO and other UN agencies, non-governmental organizations, or donors.
  • Advocate with and/or advise peer agencies, local government, and other stakeholders to influence responses to promote delivery of inclusive and high quality reproductive health response services.

  • Medical Doctor with strong Clinical, Reproductive Health and Maternal/ Child Health background, MPH preferred and strong surgical skills (caesarean sections and appendectomies as minimum)


  • Must be able to demonstrate cross-cultural awareness and maintain a positive working relationship with clients and colleagues with professionalism and integrity;
  • Minimum of five years of experience required; or equivalent combination of education and experience; working experience preferably with International Organization.
  • At least 2 years clinical and surgical experience in a developing world country and field busy hospital, ; Work experiences in South Sudan or regional experiences is a plus
  • Experience in technically supervising clinical and reproductive health staff in a complex setting;
  • Experience in in coordinating, implementing and managing clinical and reproductive health programs in emergency contexts and/or refugee or IDP settings;
  • Experience in managing, training, supervising staffs and motivating multiethnic and multicultural teams.


  • Conduct consultation, assessment and diagnosis for patients refer for surgery
  • High capacity to manage mass casualties and to conduct general and basic emergency surgical interventions mainly Caesarean sections and appendectomies.
  • Understanding of gender-based violence response protocols and service provision;
  • Ability to validate and interpret health data;
  • Demonstrated ability to support and build staff capacity: coaching, mentoring, supervisory and interpersonal skills
  • Managerial and leadership skills
  • Excellent and good computer skills, including experience with: MS Word, Excel, PowerPoint and email/internet software.
  • Excellent verbal and written communication skills required, with demonstrated experience in writing reports.
  • Fluent in the English, both written and oral. Arabic is a plus.
  • High level of communication and public relations skills
  • Ability to work independently and as a collaborative team member;

  • Able to work well under pressure and in harsh environment.
