Background to the Assignment
International Medical Corps’ GBV prevention and response programs are designed to support and empower women and girls who are most at risk of GBV and who face particular risks during and after armed conflict and natural disasters. International Medical Corps’ priority is to strengthen core services for survivors of GBV, particularly case management and psychosocial support services, as well as quality healthcare. In areas of operation, International Medical Corps works with local organizations, community-based support workers, and healthcare providers to provide survivor-centred care and support. International Medical Corps also works with communities to promote women’s equality and to combat beliefs and practices that perpetuate different forms of GBV. International Medical Corps tailors its programs to ensure activities are needs-driven, adapted for cultural and security considerations, and responsive to the nature and extent of GBV present in different contexts. With focused GBV prevention and response programs in Europe, Africa, Asia, and the Middle East, and International Medical Corps also contributes to the development of global standards and lessons learned for this field of work.

International Medical Corps is leading a program to develop a resource toolkit for GBV program teams to use in their work with community leaders. While leaders are widely recognized as important stakeholders in community protection, gender-based violence (GBV) programs lack specific guidance to effectively and safely engage traditional leaders, and to consider the breadth of areas in which leaders might contribute to both GBV prevention and response.

Through this program, International Medical Corps will consult GBV specialists, review available materials, and conduct formative research in three diverse humanitarian contexts to develop a draft toolkit, which will then be piloted in those contexts. Once finalized, the toolkit will be published and shared with the global humanitarian community for adaptation and application in a range of settings.

Purpose of the Assignment
Consultant will serve as the leader of this global project, dedicating her time to the development and piloting of a program toolkit, including both program guidance and training materials, to assist GBV programs in their work with traditional leaders. The Consultant would work with another GBV Specialist working part-time on the project, as well as a GBV Program Officer providing part-time assistance.

Scope of Assignment

Resource Development

  • Review collated resources related to work with traditional leaders and empowerment of women leaders
  • Review results of field research from Cameroon, Mali, and Iraq
  • Conduct interviews with GBV specialists and others as relevant to collect lessons learned and make decisions for program guidance
  • Serve as lead writer for the toolkit, drafting program guidance and training materials, with inputs from partner GBV Specialist and Program Officer
  • Designate appropriate responsibilities for analysis and content development to the Program Officer
  • Provide remote support to country teams piloting draft toolkit


  • Work closely with partner GBV Specialist on this project who is leading field research and will provide inputs for the toolkit.
  • Work closely with the GBV Program Officer to track progress and coordinate responsibilities
  • Coordinate with and provide regular updates to the Senior GBV Advisor • Consult with external agencies and GBV specialists to collect lessons learned and resources for review
  • Coordinate with external agencies to review the toolkit


  • Contribute to donor progress reports, with inputs from partner GBV Specialist
  • Follow an implementation plan for the project
  • Submit timely and accurate invoices.

Deliverables Description

Timely contributions to the above tasks, including partner coordination and reporting - DUE DATE: Monthly
Review of relevant resources and field research;

Review of toolkit outline; Plan prepared for obtaining information needed through consultations - DUE DATE: 31 March

At least eight sections of the toolkit drafted - DUE DATE: 30 April 2019

Draft toolkit completed for pilot purposes - DUE DATE: 31 May 2019

  • Master’s degree in social work, public health, psychology, international development or related field.


  • Five years’ experience with humanitarian and development organizations, including direct humanitarian experience and direct experience with GBV program design and implementation.
  • Specific experience with engagement of traditional leaders, preferably in multiple contexts
  • Training and facilitation experience


  • List technical expertise and soft skills required. Not exceeding 7 points Excellent writing skills
  • Highly organized and self-motivated, able to work efficiently on his/her own
  • Value-driven and committed to combatting violence against women and girls
  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs.
