Job Summary
This position plays a major role in donor compliance oversight and assurance with governmental donors, including USAID, Department of State, CDC, DFID, DFAT etc., EU and United Nations agency donors.  The incumbent provides advice and interpretation of grants and contracts regulations pertaining to International Medical Corps program implementation and risk management. The Director will work in close consultation with the Finance & Administration and Program departments to ensure that the organization’s contract and grant proposals and portfolio comply with USG regulations in all phases of the program management cycle. The Director will lead the Contracts and Grants Management Unit in supporting project teams throughout International Medical Corps’ programming areas by ensuring sound contracts and grants management, timely reporting, and oversight of sub-awards, as well as reviewing and drafting agreements and contracts.  Responsible for the establishment and oversight of policies and procedures supporting International Medical Corps’ administration and management of contracts, grants and sub-awards, specifically for government and multilateral donors.  Assist program and technical staff in their understanding of the terms and conditions of contracts and grants by providing donor compliance expertise and advice to senior managers to ensure that programs are delivered with minimized compliance risk. The Director will oversee the administration of the contracts and grants database and ensure the integrity of the data that provides budget and grant award information to the organization’s management staff at Headquarters and country office locations. Primary to successful performance is the ability to work collaboratively with relevant staff to train and build capacity of local national staff.

Main Responsibilities

Contracts and Grants Management:

  • Ensure robust contracts and grants management systems and controls for maintaining compliance with all applicable donor regulations, organizational policies and procedures, and U.S. and foreign laws and regulations;
  • Review, draft and negotiate teaming agreements, contracting officer approval letters, contracts, grants, subawards, and all related contractual instruments, including non-disclosure agreements, service and consultant agreements, and memoranda of understanding;
  • Provide technical support for financial and programmatic components of contracts and grants management for the organization, working effectively with the finance team, country program teams, other administrative departments and senior management;
  • Develop tools and indicators to ensure quality and timeliness of all aspects of contracts and grants processing and management;
  • Assist in reviewing proposals and providing contract data to ensure compliance with announcement award terms and conditions;
  • Maintain all contract and grant related files.

Systems Development:

  • Provide leadership and guidance to support all aspects of the contracts and grants process;
  • Develop guidelines, procedures, standards, work processes, manuals, metrics and methodologies for a successful and comprehensive contracts and grants management system;
  • Ensure that tools, systems and procedures support timely and accurate reporting to all users of contracts and grants information;
  • Liaise between General Counsel, Finance and Program teams to ensure continuity, accuracy, and adherence to key processes;
  • Partner with headquarters and field staff to provide training, analysis and information and to build consensus on the management;

  • Master’s Degree in business administration, grants/contracts management or related field, or JD, with at least seven years of experience demonstrating knowledge of contracts and grants management of US government-funded projects; or Bachelor’s Degree with at least ten years’ experience;


  • Minimum of three years’ experience managing USG contracts and grants in developing countries preferred;
  • Superior knowledge of federal regulations, including FAR, AIDAR, ADS, Code of Federal Regulations, and OMB Circulars;
  • Superior knowledge of ECHO, DFID and UN agency regulations;
  • Able to explain complex legal, regulatory, budget and financial information to a broad range of individuals from various backgrounds;
  • Experience negotiating with donor representatives;
  • Experience leading a contracts and management team;
  • Experience developing and conducting training for program staff in contracts and grants management policy, procedures and processes;
  • Ability to travel to domestic and international locations as required.
