Job Purpose

The Business Development Officer (BDO) will support International Medical Corps’ positioning for and pursuit of new funding opportunities, with an emphasis on public, governmental, and institutional donors. S/he will work with HQ-based staff and country teams to guide prepositioning and capture planning processes for strategic country-specific, regional and global opportunities. S/he will provide overall management throughout the program and proposal development cycle to ensure bids meet high quality standards, are responsive and competitive. 

Main Responsibilities

  1. Prepositioning, Capture Planning, and Partnership Development:
    • Support country programs on prepositioning, partner mapping, and donor engagement related to short- and long-term funding opportunities.
    • Contribute to the NBD team’s efforts to track, manage, and share information about priority donors’ forecasts, trends, regulations, and guidelines.
    • Participate in the identification of partners and negotiation of International Medical Corps’ role on proposal consortia,
  2. Program Development and Proposal Leadership:
    • Manage and interpret donor solicitations, including eligibility, programmatic, and cost requirements to contribute to analysis of comparative advantage and decisions to pursue.
    • Provide overall bid management for an assigned portfolio, including managing entirety of proposal process including work planning, facilitation of program design workshops, coordinating of resources and team members, inputs, budgeting, communications, teaming (with primes and subs), review processes, copyediting, and writing of non-technical sections.
    • Collaborate across technical and operational departments to become familiar with International Medical Corps’ programming and approaches; evaluate proposed programmatic solutions and strengthen responsiveness to the solicitation; ensure proposal scores well against evaluation criteria, and incorporate competitive win themes.
  3. Representation and Communication: 
    • Represent International Medical Corps at relevant donor and partner meetings;
    • Build and/or support the development of relationships with prospective partner agencies, academic institutions and private sector entities.
    • Support country programs and the NBD team in developing capacity statements and external communications.
  4. Manage and coordinate special projects that support the growth of the NBD department, as needed or assigned.

Bachelor’s Degree in Public Health, International Development, International Relations, or related field


  • 3 – 5 years of experience in international program development and/or management, or equivalent combination of education and experience.
  • Demonstrated experience managing and producing competitive proposals for non-governmental development and/or humanitarian agencies.  


  • Strong familiarity with US and UK governmental donors, including technical and cost requirements.
  • Knowledge of foreign aid architecture, including humanitarian and transitional funding mechanisms.
  • Demonstrated skills in coordinating, facilitating, and managing complex processes with diverse team members
  • Excellent writing, communication, and interpersonal skills.
  • Strong organizational and time management skills, with ability to coordinate multiple projects with competing priorities.
  • Demonstrated strategic thinking, creativity, acute problem solving, and analytical skills;           
  • Strong computer skills


  • Ability and willingness to travel internationally (20% - 50% based on need).
  • Fluency in written and spoken English is essential
  • French, Arabic, or Spanish skills a plus
