JOB DESCRIPTION   

International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

 Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

 

PROGRAM BACKGROUND

When catastrophe hits, International Medical Corps is often one of the first humanitarian aid organizations on the scene—providing rapid and effective aid that saves lives, reduces suffering, and promotes self-reliance. International Medical Corps has established a World Health Organization Emergency Medical Team Type One Mobile (EMT).

The WHO EMT program was developed to ensure and standardize various expectations for medically oriented NGOs. The guiding principles are intended to inform NGOs of the values required to become verified as an EMT: Provides safe, timely, effective, efficient, equitable and patient centered care. Offer needs-based response according to the context and type of Sudden Onset Disaster (SOD) and/or outbreak in the affected nation. Adopts a human rights-based approach to their response; Ensures they are accessible to all sections of the population affected by the SOD and/or outbreak particularly the vulnerable. Treat patients in medically ethical manner consistent with the World Medical Association Medical Ethics Manual.

All EMTs are accountable to: 1. The patients and communities they assist; 2. Host government and MoH; 3. Own organization and donors. EMTs commit to be: 1. Integrated in a coordinated response under the national health emergency management authorities; 2. Collaborate with the national health system, their fellow EMTs, the cluster and the international humanitarian response community.

 Selected EMT members are always on standby to deploy to a crisis within 72 hours, whether they are launching into new areas or lending support to International Medical Corps teams already on the ground. International Medical Corps maintains a roster of volunteers, staff and available specialists who have been interviewed and have completed pre-deployment paperwork, orientation and training. The roster is updated on regular basis as new responders are identified and members update their areas of expertise and other relevant information. Through this expression of interest, applicants are encouraged to submit their profiles so that their information is readily available in the International Medical Corps applicant tracking system.

 

JOB SUMMARY

This position will support International Medical Corp’s Emergency Medical Teams (EMT) as part of international emergency responses. The EMT is a mobile platform delivering limited primary health care services and outpatient clinical care with referrals as needed to disaster effected populations. The position will be working with partner staff as well as other volunteers. The position requires ensuring the provision of high quality clinical care in accordance with international standards and International Medicals Corps’ guidance. The position will be expected to coordinate closely with multiple departments in International Medical Corps as well as external partners in the local government and other NGO’s.

This position will provide overall leadership and work towards developing, monitoring, and strengthening relationships with key sub-recipients, vendors, governmental and intergovernmental institutions, and donors implement International Medical Corps’ response strategy. In addition to being International Medical Corps’ overall representative in the programing area, we are looking for individuals who have a passion for making a difference in the lives of people around the world.

**NOTE** Candidates applying to this position are indicating that they are interested in being considered for the International Medical Corps standby roster for emergency response. Roster members will only be contacted when there is an emergency response need for which the responder is qualified for. This position will not be compensated unless responders are deployed to an emergency response.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Leadership

  • Lead, manage and coordinate the overall contribution of the International Medical Corps EMT objectives
  • Create a shared vision and team cohesion
  • Manage the operating principles and guidelines
  • Lead, develop and implement a coherent response strategy that contributes to International Medical Corps EMT objectives
  • Coordinate closely with Director of Emergency Response Unit (ERU) and other departments within International Medical Corps Staff Management / HR
  • Provide overall strategic leadership to the IMC team including fiduciary planning, human resource management, and ERU vision;
  • Serve as the key liaison with our partners, and other partners and international donors;
  • Lead work plan development and coordinate input from program staff, counterparts;
  • Design, develop, and implement a strategic long-term programmatic vision that is in accordance with the objectives of IMC;
  • Provide overall leadership, management oversight, and technical direction for the response program;
  • Ensure high-quality performance and integrity standards in compliance with IMC policies and regulations;
  • Report to IMC senior management project the achievements and results of the response
  • Establish systems for maintaining an overview of all staff activity
  • Co-ordinate prioritizing of requests in consultation with other involved functions
  • Ensure effective teamwork among staff Needs Assessments and Emergency Response
  • Undertake emergency field deployment and perform needs assessments
  • Develop and maintain productive working relationships with emergency donors
  • Facilitate smooth handover of program management to the Operations desk, past the first response phase.

Needs Assessment

  • Undertake emergency field deployment and perform needs assessments as EMT Team leader
  • Develop and maintain productive working relationships with emergency donors

Representation

  • Represent International Medical Corps to Local & National Authorities, international donors, international and national NGOs.
  • Develop good working relationships with other humanitarian/emergency actors such as local authorities and federal agencies.

Administration

  • Ensure that appropriate logistic, administrative and financial structures and procedures appropriate for emergency response are established and / or maintained in accordance with IMC guidelines.

Security (If Security Officer has not been deployed)

  • Responsible for the security of all international and national staff when deployed on needs assessments or emergency response.
  • Ensure that appropriate security guidelines and procedures are established, maintained / updated regularly and adhered to by the response team.

Finance

  • Oversee budget preparation, setting the parameters and the process
  • Establish and / or maintain the International Medical Corps field accounting systems
  • Oversee the completion and return to LA/Split of field accounts within the agreed deadlines.
  • Carry out any other responsibilities as requested

Qualifications:
  • Minimum of three years in a senior management position in an INGO environment, preferably in insecure environments and to include two years responsibility for project management including budget control; or equivalent combination of education and experience.
  • Experience of general management, including finances, human resources and planning
  • Significant experience of emergency response
  • Ability to travel at short notice for periods of up to three months at a time.
  • Relevant IT skills - Excellent communication skills and the ability to represent IMC to a broad range of people and organizations
  • Knowledge, practical understanding of and ability to work within both relief and development NGO contexts
  • A strong experience and understanding of security management and insecure environments
  • A degree level qualification in a relevant discipline
  • Knowledge and experience of the health sector in a developing country.
  • Team working, flexibility and relationship building skills, ability to develop positive working relations across functions and cultures, quite often at a distance - Problem solving skills in day to day and crisis situations
  • Resilience and stress management skills for self and team
  • Identify and analyze opportunities that contribute to strategic aims, translate them into practical plans and implement them
  • Good written and spoken English
  • Experience of donor liaison, securing donor funds, reporting and managing large budgets
