International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps is currently implementing approximately 10 programs across nine sites in South Sudan. Through nearly 40 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers. Also, IMC is implementing nutrition, sexual and reproductive health, mental health, and GBV and public health interventions in South Sudan. IMC South Sudan is implementing DFID-financed GBV prevention and response program in Upper Nile, Jonglei Lakes and Unity states. IMC has secured a four year grant from DFID to implement GBV prevention and response programs in various sites across the country. This grant includes a component of protection program and income generating activities. IMC works to mainstream protection and GBV in their other programming to ensure safe access to quality services for vulnerable people. The grant runs through March of 2020.
The role of the Monitoring, Evaluation, Accountability, and Learning Manager is to support better performance and greater accountability by implementing evidence-based program/project management at the field level, in order to guide and improve performance. The MEAL Manager will provide the technical support to the design of methodologies and tools to ensure the availability of clear and accurate information at the program/project level. The MEAL Manager also plays an important role in data management and quality by designing a MEAL system which adheres to the IMC’s MEAL Global Guidelines, the MEAL Minimum Standards for Quality, and the guiding MEAL policies and procedures, among others. The MEAL Manager will provide technical support to the program and build capacity in the country Mission through strengthening learning and knowledge sharing across the IMC and with the wider humanitarian community. The role holder will also support in project development including the preparation and management of the MEAL budget, and project design.
The MEAL Manager – GBV will generally be deployed as the lead MEAL adviser for IMC’s GBV Program, including the implementing partner. The MEAL Manager will be expected to lead on MEAL system design and implementation, evaluations, MEAL budgeting, as well as support IMC and its partner in proposal writing and logframe development
In most circumstances, the post holder will be expected to mentor and/or build the capacity of existing IMC program staff as well as partner staff.

IMC’s policies, guidelines, and procedures
Mainstream the Global MEAL Guidelines across all related MEAL activities and at the field level.
Apply and adapt existing Global MEAL Guidelines, tools, and templates at the relevant stages of the project cycle.
Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within IMC and amongst its beneficiaries.
Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Code of Conduct, ethics, values, and standpoint with regards to internal and external actors.
Monitoring and Evaluation
Conduct regular site visits or when required to monitor service provision and ensure data quality
Work with Program Managers to document the outcome and impact of the women and Girls friendly spaces through FGDs and KIIs.
Work in close coordination with M&E Advice and M&E Specialist to develop M&E plan and framework for the GBV Program.
Ensure that the organization delivers on all internal and external MEAL requirements in a timely manner and with high quality information.
Ensure that verifiable, quantitative data is routine collected and analyzed for GBV projects, across all sites.
Strengthen the MEAL systems and processes to assure achievement and progress towards project objectives and outcomes.
Ensure that data collection methodologies used by the GBV teams at field level are standardized, enabling the specific vulnerabilities of different target groups to be captured and analyzed.
Implement MEAL activities in close coordination with the GBV coordinator and the GBV Program Managers, as well as ME staff in various field sites
Ensure that all programs are designed and implemented in accordance with international standards (such as but not limited to: Sphere, INEE, GBVWG)
Develop outcome and learning indicators for logframes and other purposes.
Ensure that monthly quantitative data analysis is shared with relevant stakeholders to inform program design and review example (Safety Audit, advocacy activities..etc.)
Support GBV project teams with assessment/evaluation planning, ensuring that minimum criteria for quality evaluations are integrated into design and implementation (EEL Surveys, IGA monitoring tool, Client satisfaction, Women and girls friendly spaces assessment, KAP surveys and BCC surveys).
Accountability & Participation
Ensure that all staff at all levels, including managers, fully understand and promote accountability in general and to GBV in particular, through training and coaching.
Contribute to improvements in existing policies and procedures to enhance effective accountability mechanisms.
Develop and report against accountability and participation-related indicators and issues, and produce a quarterly report on the accountability and participation work.
By facilitating information sharing with key stakeholders, including beneficiaries, ensure that IMC and its GBV implementing partner promote transparency throughout all stages of implementation.
Ensure that GBV project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints.
Lead community consultations to identify preferred mechanisms,
Set up community consultations mechanisms.
Lead sensitization of communities.
Technical supervision, performance management and capacity building of staff
Provide motivation, guidance and MEAL technical support to GBV program team.
Provide technical MEAL supervision of the GBV field-based program staff through regular contact, field visits and meetings.
Identify training needs of staff and conduct trainings to address the capacity gaps, in collaboration with their line-manager (the field Program manager of their duty station) and the human resources department
Contribute to performance development of staff within the GBV team, in cooperation and collaboration with their line-manager and the human resources department through: coaching, mentoring and other development opportunities; - recognition and rewards for outstanding performance; - documentation of unsatisfactory performances with appropriate tools.
Ensure that MEAL resources are included in IMC and health link (IMC Partner) proposal development.
Ensures beneficiary and partner feedback is incorporated into program design, planning and learning
Demonstrates flexibility to adapt plans and make decisions in rapidly changing environments
Actively manages risk and takes action to reduce risk
Makes changes to improve performance as a result of information received
Documents lessons learned and applies them to future projects
