Essential Job Duties/Scope of Work:

International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.

Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and health care to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.



In response to the significant humanitarian needs in the South Sudan, International Medical Corps offers comprehensive primary and secondary health care in emergency program sites including Juba, Malakal, Maban, and Wau. Currently, International Medical Corps supports one County Hospital and 14 primary health care facilities. IMC health care site coverage includes: Juba PoC, Malakal, Maban, and Wau.  As part of a country-wide ebola preparedness initiative, IMC currently supports in the areas of Ebola case management and infection prevention/control with trainings across 20 medical facilities as well as with qualified medical staff at one ebola treatment unit in Juba.  In addition to comprehensive primary health care, International Medical Corps also implements multiple complementary programs including mental health, reproductive and sexual health, GBV prevention and response, and health outreach activities. IMC also manages robust nutrition interventions across four operational areas: Juba PoC, Malakal, Maban, and Nyal. International Medical Corps also supports three midwifery and nursing colleges in South Sudan in Juba, Kajo Keji and Wau. The organization is composed of over 650 national staff and 42 expatriates.


Job Purpose

Primarily responsible for developing and promoting HR strategy, leadership development and sustainability, staff and organizational well-being, performance and accountability culture, diverse and talented workforce with the right set of mindsets and behaviors, internal and external networking for greater impact and a professional and sustainable HR & Admin function in the country mission.

Main Responsibilities

Strategy Development and Execution:

  • Provide strategic guidance and input to the senior leadership team in the alignment and execution of the country program strategy.
  • Develop and implement the HR & Admin strategy and operational plan in support of and in alignment with mission, regional and global strategic priorities.
  • Spearhead the monitoring and reporting on talent acquisition, development, retention, partnering for performance, employee engagement and organizational leadership.


Promoting Leadership Quality and Sustainability:

  • Build the capacity, depth and breadth of mission and programs leadership to meet the evolving leadership needs.
  • Identify and nurture in-country talent to support leadership and career development, succession planning and retention of high potential staff and prepare a pipeline for future leadership for grants.
  • Design and spearhead the development of staff capacity, including mindsets and behaviors, to work effectively.
  • Design and execute an orientation and on-boarding strategy that will enable staff to understand our work in different contexts.


Ensuring Staff Engagement and Well-Being:

  • Maximize staff well-being to enable staff to embrace the opportunities and challenges in the work place. Contextualize, promote and support systems, services and programs for staff well-being.
  • Together with the senior leadership team, plan and drive measurable improvements in Organizational Leadership, Culture, Agility and Effectiveness.
  • Strengthen the quality of Staff Care and Peer Support interventions.
  • Identify the organizational culture gaps and plan culture change interventions to promote leadership and staff mindset & behavior changes.
  • Design and execute compensation and benefits strategy, systems and processes in alignment to the mission strategy to attract and retain high performing staff.


Promoting Accountability and Performance Culture:

  • Lead structure realignment processes to match program requirements.
  • Spearhead the partnering for performance process.
  • Review and contextualize global Policies to mission policies for expatriate staff and national staff and ensure alignment with Country labor laws.
  • Ensure people management risks are identified and the mission regularly reviews and implements adequate risk mitigation measures.
  • Provide leadership in educating staff on employee relations and investigations protocol and ensure cases are managed confidentially and promptly.


Developing Capable and available Workforce:

  • Spearhead the acquisition and prepositioning of a diverse and talented workforce using work force planning
  • Ensure that the mission recruitment policy, system and processes are well established for acquiring talent with required competencies, mindsets and behaviors.
  • Ensure monitoring and reporting systems for national & international hires are effectively managed.
  • Promote gender diversity through appropriate identification of talent at all levels.


Developing a Strategic and Professional HR/Admin Team:

  • Ensure that the HR& Admin function has the required capacity, capability, systems, processes, policies and guidelines to drive transformation of mindsets and behaviors.
  • Promote a customer centric culture in the HR & Admin function, ensuring professionalism and accountability in delivering services to staff.
  • Provide overall leadership and technical support to the HR & Admin team, coaching and mentoring the team through regular meetings, sharing and monitoring individual plans to support professional growth and development.
  • Design efficient HR & Admin systems and processes with a particular focus on process excellence and ensure that processes are fully operational with accurate and complete information for decision making.


Promoting External and Internal Coordination:

  • Establish proactive linkages and strategic networks with key International NGOs and other stakeholders at the national and international level for broader impact and also to keep abreast of the ongoing changes in the external environment that affects operations.
  • Consistently develop and maintain effective working relationships with Regional HR, and different departments including field based program managers.

  • A Bachelors degree in HR or related field. Must have solid computer skills and experience working with HR software.


  • 3+ years HR experience; or equivalent combination of education and experience.or equivalent combination of education and experience.
  • Practical knowledge of standard procedures and technical methods, requiring extended training or experience to carry out limited projects involving the use of specialized, complicated techniques.
  • Ability to cope with stressful situations and work with limited resources.
  • Outstanding organizational skills.

  • Excellent self-motivation skills.
  • Experience in effectively dealing with international and headquarters staff. The ability to deal with a broad spectrum of people.

  • PC Literate, excellent work processing skills.
