18-378: Monitoring and Evaluation Coordinator - Roster for Emergency Responses

International Medical Corps has established an International Emergency Roster to ensure that emergency positions are filled in a timely manner with professionally qualified, gender balanced, geographically diverse, linguistically able, and a highly motivated corps of professionals. The team includes coordinators, logisticians, doctors and water and sanitation experts. It also includes specialists who focus on protection, prevention of sexual violence and aid for rape survivors and mental health.

Selected Emergency Response Team (ERT) members are always on standby to deploy to a crisis within 72 hours, whether they are launching into new areas or lending support to International Medical Corps teams already on the ground. International Medical Corps maintains a roster of volunteers, staff and available specialists who have been interviewed and have completed pre-deployment paperwork, orientation and training. The roster is updated on regular basis as new responders are identified and members update their areas of expertise and other relevant information. Through this expression of interest, applicants are encouraged to submit their profiles so that their information is readily available in the International Medical Corps applicant tracking system.

Job Purpose
To oversee the overall design and implementation of monitoring and evaluation (M&E) systems and procedures and ensure that all aspects of the IMC Mission’s M&E systems are adhered to. Specifically, the Emergency Monitoring and Evaluation Coordinator will be responsible for efficiently setting up effective monitoring systems to collect basic information about activities in the initial phase of emergency response. As the response continues, the M&E Coordinator will be responsible for designing and implementing sustainable monitoring and evaluation systems in coordination with relevant government UN agencies and headquarter-based M&E staff as well as analyzing, interpreting and communicating information in a way that promotes informed decision-making for on-going and future programmatic activity.

Main Responsibilities

  • In coordination with the Program Team, project staff and M&E field Focal Points establish a reliable participatory M&E framework for the IMC Mission;
  • Design full M&E procedures and operating plans within the Mission;
  • Implement effective M&E systems and procedures to ensure project quality assurance and consistency across the Mission;
  • Design, implement, improve and maintain workable and comprehensive M&E tools for the monitoring of core IMC program activities within the program;
  • Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, accuracy in line with the logical framework approaches (LFAs) best practice and project documents;
  • Provide technical support to field teams in planning and monitoring of ongoing projects as well as the development of systematic regular and structured M&E exercises such as evaluations, reviews, lessons learnt workshops;
  • Compile various periodic internal reports for smooth and timely implementation and accomplishment of planned project activities;
  • Develop & manage the M&E Information System with the M&E Focal Points and be responsible for generating periodic reports for all areas as per the IMC Headquarters and donor partner requirements;
  • Build the capacity of staff through training and support for effective implementation of the M&E systems, including for information gathering, periodic reflection and analysis of program monitoring data follow up and post implementation monitoring within the Mission;
  • Develop work plans to mentor and coach staff to build their capacity;
  • Collaborate with the Mission’s information, communications and telecommunications (ICT) section to develop and maintain the M&E technology system including updating, trouble shooting and promptly addressing all problems as they arise;
  • Implement and train on program monitoring tools (e.g. PMP, IPTT);
  • Test and implement flexible reporting structures and data collection mechanisms;
  • Coordinate and lead rapid and more comprehensive assessments with prompt analysis and dissemination among stakeholders;
  • Establish and maintain feedback mechanisms of program results for decision making
  • Lead on the development of case studies and other learning products


  • Actively promote accountability standards within International Medical Corps and amongst beneficiaries served by International Medical Corps;
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence;
  • Represent the organization in the M&E and Assessment Working Groups promoting a positive image;
  • Perform other duties and responsibilities as required

  • Masters level or higher degree in social science, statistics, international development; experience or background in epidemiology, public health, health information management, biostatistics or a related discipline is preferred


  • At least five years of applied experience with a humanitarian organization designing, implementing and overseeing monitoring and evaluation tasks;
  • Demonstrated experience managing teams and building staff capacity within complex programming;
  • Demonstrated experience designing logical frameworks and results based frameworks and associated performance monitoring and evaluation plans;
  • Experience with M&E approaches for key donors such as OFDA, ECHO, EU, DfID, UN etc.
  • Extensive experience in quantitative and qualitative data collection including survey design, implementation and analysis; experience with various survey and rapid assessment approaches;
  • Experience in database design and other tools for information management;


  • Competent in MS Excel, word processing, Power Point and experience using statistical software EPI-Info, SPSS and STATA are a plus;


  • Fluency in written and spoken English is essential
  • Fluency in French, Arabic or other languages will be added advantage
