ER-005: Emergency Finance Officer

Essential Job Duties/Scope of Work:
***NOTE*** - THIS POSITION IS TO APPLY TO A STAND BY ROSTER FOR INTERNATIONAL MEDICAL CORPS EMERGENCY RESPONSE TEAM (ERT).

Candidates selected for this position will be placed on the ERT standby roster and may be called when the International Medical Corps ERT responds to an emergency. This position is not compensated unless candidates are responding to an emergency response.

When catastrophe hits, International Medical Corps is often one of the first humanitarian aid organizations on the scene—providing rapid and effective aid that saves lives, reduces suffering, and promotes self reliance.

International Medical Corps has established an International Emergency Roster to ensure that emergency positions are filled in a timely manner with professionally qualified, gender balanced, geographically diverse, linguistically able and a highly motivated corps of professionals. The team includes coordinators, logisticians, doctors and water and sanitation experts. It also includes specialists who focus on protection, prevention of sexual violence and aid for rape survivors and mental health.

Emergency Response Team (ERT) members are always on standby to deploy to a crisis within 72 hours, whether they are launching into new areas or lending support to International Medical Corps teams already on the ground.

International Medical Corps maintains a roster of staff which is updated on regular basis in order to include new staff into the system. This also provides an opportunity for the existing staff to update their areas of expertise and other relevant information.

JOB SUMMARY
The Finance Officer provides day-to-day financial and administrative support on one or more programs/grants, including the processing transactions, adhere to donor regulations and International Medical Corps policies and procedures, reporting, and assisting in financial analysis. He/she will work at the direction of the Emergency Finance Admin Director and/or Emergency Deputy Finance Admin Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Accounting and Finance Support to Grant/Contracts
• Assist the Program and Finance staff with day-to-day accounting operations and financial support in accordance with donor/client and International Medical Corps internal policies and procedures
• Ensure required preapprovals are secured in advance of incurring an expense
• Prepare procurement requests and ensure all approvals are secured and coordinate with logistics department the delivery of services and goods
• Account for procurement transactions to ensure adequate supporting documentation, accuracy, and control over payments
• Maintain accurate financial transactions and grant/contract records
• Assist program staff and finance department in meeting donor/client and internal reporting requirements
• When required, prepare timely and accurate financial reports for submission to donor before the deadlines

2. Accounting and Finance Support
• Perform day-to-day accounting operations and financial support
• Ensure travel approval and other required preapprovals are secured in advance of incurring an expense.
• Work on procurement requests together with Program Officer and logistics, to ensure all approvals are secured. Coordinate with logistics department the delivery of services and goods.
• Account for procurement of good and service transactions to ensure adequate supporting documentation, accuracy, and control over payments.
• Request payment for goods and services; Preparing wire request for payments with the support documentation and programmatic approval of consultancy work, if required
•Maintain accurate financial transactions and grant records.
• Prepare monthly actual to budget expenditures analysis and pipeline
• Work on budget preparations and budget realignments.
• Review of consultancy contracts, service agreements, extension of contracts/agreements and applicable templates, as required.
• Creating and revising chart of account, when necessary
• Preparing tax report, as applicable
• Submitting a payment request to donor, as required

3. Emergency Response:
• Close collaboration with Emergency response team and ensuring that all finance / admin aspects are covered
• Ensure adequate and smooth cash flow; cash count and clearance of petty cash balances.
• ensure that internal control systems are in place in field sites

4. Working Relationships
• Maintain frequent communication with Program Staff, Finance and Field office Finance / Admin staff to ensure finance activities and objectives are communicated clearly
• Work with program and logistics staff to ensure the coordination of programs are within budgeted targets
• Attend coordination meetings
• Interface with service providers on service delivery, invoicing and processing of payments
Qualifications:
SKILLS & REQUIREMENTS:
• A university degree in Accounting or Business Administration
• Minimum 2 years experience in a non-profit organization or for-profit sector
• Working experience in IMC, especially in emergency response, is a plus
• Experience in the administrative and financial support under grants or contract, preferred
• Excellent MS Excel experience in work setting
• Must be able to carry out responsibilities independently with some support from within the organization, when needed
• Knowledge of various public donor regulations, preferred
• Familiarity with procurement and logistical procedures and processes
• Effective communication, and interpersonal skills
• Ability to function effectively in dynamic work environment, set appropriate priorities, and deal effectively with numerous simultaneous requirements
